SUMMARY

To perform a wide variety of highly responsible technical clerical duties in support of the Planning, Codes & Life Safety Department. Duties include permit processing involving the initiation, processing, and maintenance of legal documents, correspondence, drawings, and statistics. To provide professional, effective and efficient service to the department and general public.

EXAMPLES OF RESPONSIBILITY
  • Prepare and review a variety of applications, memorandums, correspondence, reports, public notices, permits, and documents as assigned; prepare and distribute reports for review and use.
  • Calculation of permit and review fees for developers, contractor and homeowners; verification of plans and drawings for completeness before acceptance for the permit process.
  • Screen and direct calls and public visitors; provide customers with permit information including quoting of fees and suggestions of types of permits needed; answer questions and provide information to the public; receive citizen complaints and questions and refer to appropriate department or division staff member for resolution.
  • Prepare, maintain and update various records including permits, Certificate of Occupancies, contractor registration and license verifications; research and verify information if necessary.
  • Collect and prepare commercial and residential packets of information for developers and contractors; prepare materials and correspondence for distribution within the City and to other related external businesses and governmental agencies; research information as necessary.
  • Coordinate a variety of information with contractors and homeowners including registrations and license verification and enter into the computer system as required.
  • Prepare paperwork on all permit fees; report and coordinate collection of permit fees with the Department Director for submission to the Finance department.
  • Enter information for the daily inspections, contacting applicants for payment of reinspection fees before scheduling next inspections.
  • Review submitted applications and documents for code compliance, also coordinate with Department Director, and other departments as needed.
  • Provide administrative support to the department staff by maintaining related databases and files;
    Prepare and dissemination of required reports.
  • Prepare monthly building safety reports and submit to Fire Marshal, maintaining electronic and hard copy records.
  • Prepare and submit bi-weekly payroll and timesheet documents to Finance department.
  • Prepare and submit travel and training documents as needed for department staff.
  • Maintain and order office supplies for department.
  • Schedule maintenance requests, and IT support requests for department.
  • Correspond with contractors, architects, and/or engineers regarding any comments that will need to be addressed or with approvals of plans pertaining to applicable codes.
  • Oversee all the plans that are submitted, upload to be reviewed and make sure all documents have been submitted for review.
  • Prepare agenda packets for Planning Commission and Board of Zoning Appeals meetings.
  • Record and maintain minutes for Planning Commission and Board of Zoning Appeals meetings.
  • Perform other duties as assigned.
REQUIRED KNOWLEDGE,

SKILLS AND ABILITIES
  • Knowledge of Standard Building Codes, zoning and subdivision regulations and principles and practices of building inspection.
  • Ability to effectively interpret laws pertaining to code violations.
  • Demonstrated ability to gather facts from personal contact, observation, on-site inspections, and examination of public records.
  • Knowledge of City ordinances.
  • Ability to record and deliver information, to explain procedures, to follow verbal and written instructions.
  • Knowledge of City and department rules, regulations and procedures.
  • Knowledge and ability to work with computers and software programs that are relevant to the position including Geographic Information System (GIS).
  • Valid Tennessee Driver’s License
EDUCATION, TRAINING AND EXPERIENCE QUALIFICATIONS
  • Any combination of experience and training that provides the required knowledge, skills and abilities.
  • High School Diploma or GED required.
  • A college degree or college coursework in a related field is desirable.
  • A Permit Tech Certificate from an accredited authority recognized by the State of Tennessee. Attain within one (1) year of effective date of employment.
ADA REQUIREMENTS Physical Requirements -

Physical demand requirements are at levels for those of active work. Regular performance of heavier tasks such as walking over rough or uneven surfaces; bending, kneeling, stooping, reaching above shoulder level and working in confined spaces; lifting or carrying weights of ten pounds; may require the dexterity to operate machinery or equipment.
