Summary

Primary responsibility is to provide program management, leadership, and instruction to the Eastern Oklahoma VA Healthcare System (EOVAHCS) by managing utilization, lifecycle replacements, and incident reporting. The incumbent will be responsible for directing, assisting, and instructing all facility employees on the use of government vehicles including GSA leased and VA owned.

Qualifications

To qualify for this position applicants must meet all requirements by the closing date of this announcement – 07/09/2026. Time‑In‑Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑11 position you must have served 52 weeks at the GS‑09. The grade may have been in any occupation – but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials.

If the most recent SF‑50 has an effective date within the past year it may not clearly demonstrate one‑year time‑in‑grade; in that instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade.

NOTE:

Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized experience for this position includes but is not limited to experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: responsible for directing, assisting, and instructing all facility employees on the use of government vehicles; approving credit card transactions attached to each vehicle;

ensuring the Fleet Management Program follows all guidelines, procedures, safety requirements, health system policies; and ensuring all municipal, state, and federal government regulations are adhered to. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, and hours worked per week.

OR –

Education:

Applicant may also qualify based on education. At this level applicants are required to have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. – if related – with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist – Mobility Manager position.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR – Combination:
Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience may be used to meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist – Mobility Manager position.
