Overview

Positions in this job family are responsible for overseeing the construction of highways, roads, and related structures, ensuring construction conforms with the construction contract documents, plans and specifications.

Responsibilities
  • Performs sampling and field testing of materials used during construction projects, ensuring compliance with ODOT testing guidelines.
  • Submits accurate test records and samples to the residency lab.
  • Maintains current records in the Construction Management System and updates system data.
  • Inspects contractor’s work to ensure compliance with project plans and specifications.
  • Communicates with stakeholders, such as businesses and landowners affected by the project.
  • Maintains documentation of project progress, including measurements, calculations, and documentation of all work events and conditions.
  • Submits progressive estimates and time and diary reports.
  • Operates agency‑issued vehicles and other equipment safely.
  • Conducts safety reviews.
  • Resolves contract disputes and specification interpretation with contractors.
  • Uses agency‑provided software to accurately document progress and required reports such as Daily Work Reports (DWR), diaries, material testing, and estimates.
  • Trains new employees.
Qualifications
  • Level I: High school diploma or GED.
  • Level II: Associate’s degree in STEM, construction management or a related field and one to two years of transportation‑related experience.
  • Level III: Associate’s degree in STEM, construction management or related field and three to five years of transportation‑related experience.
  • Level I Knowledge: Basic construction materials, safety practices, and basic mathematics.
  • Level I

    Skills:

    Collect, maintain, and record field data; communicate effectively; use standard office software; work in moderate environmental conditions.
  • Level II Knowledge: Construction materials and properties, soil mechanics, surveying techniques, regulations, modern road construction, safety standards, geometry, analytical processes.
  • Level II

    Skills:

    Interpret technical drawings; collaborate with contractors; prepare clear reports; manage work zone traffic control.
  • Level III Knowledge: Complex construction codes, environmental regulations, industry best practices, advanced material and geotechnical analysis.
  • Level III

    Skills:

    Lead complex testing protocols; provide training and guidance; negotiate resolutions; make independent decisions.
Special Requirements
  • Certification in materials sampling and testing from an accredited state or national program within 12 months of hire.
  • Possession of a valid driver’s license.
  • Completion of a drug test before employment.
  • Willingness to perform travel, long hours, nights, and weekends.
  • Ability to lift 50 pounds regularly.
  • Adequate vision: close, distance, peripheral, depth perception.
  • Capacity to work in extreme heat or cold.
  • Demonstrated safety sensitivity as required by ODOT regulations.
