Job Overview

APTIM Federal Services, LLC is seeking an experienced and ambitious Construction Manager to lead field execution on a high‑profile, technically demanding construction project. The role requires in‑depth experience in pipeline construction, utility avoidance, trenching, back filling, asphalt and concrete placement, public relations, strong leadership skills and the ability to coordinate complex work in compliance with APTIM standards, federal requirements and regulatory oversight from agencies such as the Navy, USACE, EPA, local municipalities and state authorities.

The Construction Manager serves as the on‑site lead responsible for daily field operations, including planning, supervision, safety, schedule adherence, cost control, subcontractor management, and ensuring all work meets project specifications and quality standards. This role is essential to the successful and timely completion of the project.

Key responsibilities include conducting construction operations efficiently, monitoring cost and schedule performance, enforcing work rules, preparing and reviewing plans and schedules, leading daily field‑crew meetings, coordinating with residential and commercial businesses, recommending solutions to discrepancies, and providing daily coordination with project teams, government representatives and stakeholders.

Key Responsibilities /Accountabilities
  • Has a complete understanding of the contract, scope of work, and budget, and communicates them to the project team
  • Plans, organizes, coordinates, and controls field crews in accordance with APTIM policies, procedures, and requirements
  • Provides leadership, direction, and coordination for all project team members
  • Establishes and monitors project safety and quality programs
  • Manages risk to protect the company from unnecessary risks
  • Ensures the project meets or exceeds financial and cash management goals
  • Identifies and addresses potential scope, schedule, or budget changes immediately
  • Supervises daily activities of project personnel and ensures deliverables are produced on schedule and within budget
  • Develops project review materials and financial forecasting with Project Controls
  • Provides staffing needs forecasting to Resource Management
  • Represents the project and the company to clients and maintains client relationships
  • Organizes work to meet deadlines set by others
  • Facilitates efficient use of personnel and equipment
  • Builds project team effectiveness and collaboration
  • Manages scope of work by identifying change conditions or work outside scope
  • Advises PM & BL Managers of issues and upset conditions
  • Supports the proposal process upon request
  • Manages field work within the construction budget
  • Understands project metrics, expected production rates, and productivity for each activity
  • Monitors daily burn rates in dollars, budgeted vs. actual
  • Manages subcontract and vendor relationships
  • Prepares submittals and reporting requirements
Basic Qualifications
  • Minimum 5+ years of construction management experience, including at least 5 years overseeing pipeline construction
  • Experience managing pipeline construction in or around Long Island is preferred
  • Experience managing fixed‑price projects up to $10M and cost‑reimbursable projects up to $25M
  • Prefer a bachelor's degree or professional registration/certification
  • 40‑hour HAZWOPER with current refreshers
  • First aid/CPR certification
  • USACE CQM Training (for Federal projects)
  • OSHA 30‑hour Construction Training
  • Familiarity with EM 385-1-1
  • Proficiency in Office, Adobe, and related software
  • Strong verbal and written communication skills
  • Oversight of a craft labor force of 25 or more
