ESSENTIAL

JOB FUNCTIONS
  • Assist the county engineer in the administration of the division.
  • Assist in exercising technical supervision over the work of personnel engaged in surveying, inspecting, and constructing highways, bridges, and drainage projects.
  • Assist in the review of plans and specifications and the preparation of preliminary and final cost estimates.
  • Visit and inspect highways, bridges and other projects for the purpose of observing progress and quality of work.
  • Conduct inspections and studies of a special nature where engineering problems exist; prepares reports and recommendations.
  • Interpret engineering data as required.
  • Negotiate with property owners and public officials to ensure purchase or lease of land and right of way for utility lines, highways and other construction projects.
  • Determine roads, bridges and utility systems that must be maintained during construction.
  • Negotiate for access routes and restoration of roads and surfaces.
  • Draft detailed construction drawings, topographical profiles of specification sheets and related maps used in planning and constructing roads, bridges and culverts.
  • Supervise the drafting unit.

Considerable knowledge of the principles and practices of civil engineering; of modern methods used in the construction of a wide variety of public works projects; of the modern developments, current literature and sources of information regarding civil engineering; of applicable laws and regulatory codes relevant to construction of public works projects; of property law; of supervisory principles and practices; and of department policies and procedures.

Ability to deal tactfully with others; to plan, organize and control the work of others; to organize and present facts and opinions clearly and concisely; to reason analytically; and to relate abstract ideas to actual needs; to be on call twenty four hours a day.

SUPERVISORY RESPONSIBILITIES

Manages four subordinate supervisors who supervise a total of 130 employees in the Highway during the absence of County Engineer. Is responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises three non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work;

appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Education equivalent to graduation from an accredited four year college or university with a degree in civil or agricultural engineering or a related field and five years of satisfactory, full time paid employment in civil engineering or related work, including two years of supervisory experience; or any equivalent combination of education or experience substituting one year of satisfactory, full time employment in engineering work for one year of the required education with a maximum substitution of four years.

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL

SKILLS

Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.
