Opportunity

Black & Veatch has an exciting opportunity for a Conveyance Practice Lead / Senior Project Manager focused on water and wastewater projects and programs in Tulsa.

This position represents a strategic business opportunity to expand market share by providing world‑class water & wastewater infrastructure planning and design services for major pump stations and large diameter pipelines.

Team

Black & Veatch’s Governments & Communities sector focuses on infrastructure needs of municipalities, state and local governments, and specialized agencies. The team partners with customers to modernize water infrastructure, optimize asset use, meet performance goals, reduce costs, and mitigate risk.

Responsibilities
  • Lead major projects or programs from planning through construction, presenting updates to external client stakeholders and supporting decision‑making.
  • Provide oversight of the program schedule and budget using Black & Veatch’s internal processes and manage large multidisciplinary teams of internal and subconsultant resources.
  • Lead a team that provides technical solutions focused on water supply intakes, pump stations, large‑diameter pipelines, tunnels, wastewater lift stations, force mains, and collections systems, including condition assessment and rehabilitation.
  • Provide recommendations on client processes, organization, and readiness for major programs and alternative project delivery.
  • Support the use of risk‑based assessments to develop and prioritize capital improvement programs.
  • Provide project execution, quality control, and technical leadership for large water and wastewater projects and programs and identify innovative solutions.
  • Lead and provide technical expertise to support marketing and business development.
  • Support pursuit, proposal, and project interview activities.
  • Work closely with Client Directors and the Area Director to develop relationships with clients and decision makers in Tulsa.
  • Help mentor professionals and grow the team by identifying high‑quality candidates and recruits.
Preferred Qualifications
  • Professional Engineer (PE) license in Oklahoma
  • 15+ years of relevant water engineering experience including water and wastewater infrastructure planning, asset management, CIP optimization, detailed design, and construction
  • Experience managing large water and wastewater programs and projects
  • Knowledge of local, federal and state permitting requirements and funding mechanisms
  • Excellent verbal and written communication skills and comfort in a client‑facing role discussing technical topics and solutions
  • Experience providing input and oversight of technical tasks and project teams performing studies and assessments of water and wastewater projects
  • Proficient with report writing and PowerPoint presentations
  • Strong written and verbal communication skills with the ability to work both within a team and independently
  • Willing and able to travel to project sites and client meetings as needed
Minimum Qualifications
  • Bachelor’s degree or equivalent experience

Work Environment / Physical Demands
  • Hybrid or flexible work options may be offered after the first 90 days based on manager discretion, job performance and work assignments
  • Sitting, standing and computer usage for extended periods of time
  • Ability to utilize video/audio conferencing software tools for internal/external communication
  • Travel to client sites
