Black & Veatch is looking for a Regional Planning Leader to drive the growth of its water resources practice, focusing on stormwater planning and design, asset management, water quality and integrated planning within the upper Midwest region. The role will lead projects primarily in Minnesota with opportunities to expand the practice across the United States.

• Lead the execution of water resources projects including stormwater improvements, green infrastructure, flood mitigation, erosion and sediment control, and regulatory compliance.
• Provide business development leadership to identify and capture service opportunities.
• Build client relationships across the target geography to drive business growth.
• Act as Project Manager for the services listed above.
• Interface with partners to leverage new technologies and approaches for clients.
• Provide technical mentorship and recruit earlier-career professionals.
• Support the broader Planning business by identifying opportunities in water supply, wastewater master planning, asset management, and condition assessment.

• 11+ years of water resources planning and design experience.
• Experience developing and executing water resource planning and design projects.
• Proficiency with applications and models such as HEC‑RAS, HEC‑HMS, EPA/XP‑SWMM, Info Works, EFDC, CFD, ArcGIS, Cityworks, Lucity, or other Asset Management systems.
• Familiarity with regulatory requirements and procedures.
• Experience in client‑facing/business development.

• Bachelor’s degree in engineering from an accredited program.
• Minimum of 11 years related work experience.

• Professional Engineer (P.E.).

• Hybrid or flexible work options may be offered after the first 90 days based on manager discretion, performance and job assignments.

State of Minnesota: $142,086 – $237,279 (annual).
