Deputy Director, State and Local Government Affairs
Reporting to the Vice President of State and Local Government Affairs, the Deputy Director will manage Bayer’s public policy priorities in Texas, Oklahoma, Louisiana, Arkansas, Arizona and New Mexico.
Responsibilities- Manage government affairs in front of state and local legislative and executive branches in the multistate region.
- Coordinate and execute lobbying, political giving and grassroots engagement strategies.
- Identify, analyze and communicate legislative and regulatory issues and trends that could impact Bayer’s business divisions.
- Execute strategies to improve Bayer’s corporate reputation with government stakeholders.
- Promote policies that maximize sales and profitability of Bayer’s products and operations in the states.
- Represent Bayer before the highest level of state government by building strong, enduring relationships with state officials.
- Maximize the effectiveness of trade associations by participating in state‑specific work groups and communicating key Bayer priorities.
- Build state or regional coalitions of associations, NGOs and advocacy groups.
- Manage political consultants in the region.
- Draft legislative and regulatory proposals, written summaries, letters to state officials and prepared testimony.
- Ensure compliance with all applicable state laws in the region.
- 10+ years of government relations experience, including senior state and/or federal government experience.
- Collaborative working style that creates buy‑in from colleagues and external stakeholders.
- Exceptional understanding of state and local public policy development and politics in the region.
- Strong strategic planning skills and ability to be forward‑thinking on legislative, regulatory and public policy issues.
- Ability to manage competing business interests and develop plans that reflect Bayer’s best interests.
- Comfortable in a fast‑paced environment where priorities may change frequently.
- Demonstrated record of excellence in execution.
- Success applying knowledge of facility infrastructure, tax, economic development and workforce public policy issues in the legislative and regulatory arena.
- Effective interaction with employees at all levels of Bayer, including senior management.
- Professional conduct with tact, diplomacy, discretion, confidentiality and a sense of urgency.
- Strong interpersonal skills with high integrity.
- Strong time‑management, budget and organizational skills.
- Exceptional verbal, written and listening skills.
- Up to 50% domestic travel within the region.
- Prior experience working for a legislator, legislative body or a governor.
- Significant corporate and association experience and an advanced degree in law and/or public policy (helpful but not required).
- Preferred candidate resides in Texas.
Salary range: $144,640 - $216,960. Additional compensation may include a bonus or commission. Benefits include health care, vision, dental, retirement, PTO and sick leave.
LocationUnited States – Residence Based in Texas, Oklahoma, Louisiana, Arkansas, Arizona and New Mexico.
