Position SummaryThe Executive Director of Talent Management provides strategic leadership for the district’s comprehensive talent management functions, ensuring the attraction, hiring, onboarding, development, support, and retention of a highly qualified workforce. Reporting to the Chief Talent Management Officer, this position oversees the design and execution of talent strategies that support the district’s mission of preparing every student for success. The Executive Director leads the Talent Management team responsible for recruitment, onboarding, employee benefits, compensation, employee relations, performance management, talent operations, and organizational culture.
This leader partners closely with cabinet, district executives, school leaders, and department leaders to develop innovative workforce solutions that strengthen district-wide culture and the overall employee experience while ensuring operational excellence and compliance.
- Provides cabinet-level strategic leadership for district-wide talent management, including talent acquisition, compensation, benefits, employee relations, performance management, HRIS, and talent operations
- Serves as a trusted advisor to cabinet and executive leadership on workforce planning, retention, and organizational effectiveness
- Leads and develops the Talent Management leadership team and builds departmental capacity
- Oversees employee relations, including coordination with the General Counsel team, union relations, and investigations
- Leverages workforce analytics to inform staffing, retention, and organizational decisions
- Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Leadership, Education, or a related field
- Minimum of five (5) years of progressively responsible leadership experience in human resources or talent management
- Minimum of five (5) years of high-level work leading multiple HR functions and supervising managers or large teams; experience gained in other organizations is acceptable
- Ability to interpret and use data to drive system-wide implementation and develop an action plan
- Demonstrated experience leading organizational change and implementing strategic initiatives
- Experience managing complex budgets and multiple operational functions
- Senior HR certification required. Candidates who hold an SPHR or SHRM-SCP certification at hire satisfy this requirement. Candidates who do not must obtain the pHCLE (professional Human Capital Leaders in Education) certification — expected within one (1) year of hire, with continued service in the position contingent on obtaining it within two (2) years of hire

- Knowledge of federal and state employment laws and regulations
