The Tulsa Housing Impact Fund (THIF) mobilizes mission-aligned capital to expand affordable and workforce housing across the City of Tulsa, particularly in historically under-invested communities such as North and East Tulsa. The Fund provides flexible financing for affordable rental and home ownership housing, and an array of financial products to support all developers and ensuring inclusive access to capital in the market.
THIF is a locally governed, place-based fund managed by the Housing Partnership Network (HPN), a nationally recognized Community Development Financial Institution (CDFI) and membership organization. As Fund Manager, HPN provides capital strategy, underwriting, governance, investor stewardship, and reporting infrastructure to support effective deployment of THIF’s capital.

The President of THIF is responsible for leading the strategy, capitalization, deployment of capital and day-to-day management of the Fund. This position serves as the primary public-facing leader of THIF and is equally accountable for all lending activities, creating innovative loan products and programs, raising capital, stewarding investor and philanthropic relationships, and building a robust pipeline of investable housing projects across Tulsa.
The President is a key member of HPN’s capital markets platform and works closely with HPN lending, philanthropy, data and finance teams. The role also oversees administration of the City of Tulsa’s Improve Our Tulsa 3 (IOT-3) Housing Funds, under contract with the City.

The President has many duties and functions aligned with the following four primary categories:Strategic Leadership
- Establish and implement strategic goals for the THIF’s lending and investment activities in alignment with Board direction, HPN strategy, and City of Tulsa housing priorities.
- Lead and oversee the operations of THIF including the direct supervision of the Loan Officer to accomplish the mission, vision and operational goals of the organization.
- Develop and execute a comprehensive capital-raising and effective capital-deployment strategy, in collaboration with HPN Capital Markets Leadership, to maintain and further attract philanthropic, private, and public capital.
- Ensure that THIF’s lending and investment activities result in the delivery of housing units in communities throughout Tulsa.
- Oversee the development of new loan products, services, and innovative financing structures responsive to community and borrower needs; collaborate with the broader lending community.
- Support governance of the THIF Board of Directors and participate in HPN senior capital markets leadership.
- Serve as the primary external representative of THIF with local and national investors, philanthropic partners, public officials, developers, and civic stakeholders.
- Manage investor and funder relations, including due diligence, reporting, compliance, and long-term stewardship.
- Build and maintain a strong pipeline of investable affordable and workforce housing projects in Tulsa, with an emphasis on historically under-invested neighborhoods.
- Create interest and enthusiasm about the momentum already achieved and provide the vision for impact for all stakeholders as THIF grows and capital is swiftly deployed.
- Create and manage THIF’s annual budget; oversee portfolio performance, risk management, and impact reporting in collaboration with HPN teams.
- Serve as senior administrator for the City of Tulsa’s IOT-3 Housing Funds, ensuring compliant deployment, reporting, and coordination with City staff and elected officials.
