Overview

Environmental, Operations and Construction (EOC) operates within HDR’s Federal Business Group, providing engineering, environmental, and construction management services across all HDR business groups at any location. Our work is performed by professional staff, scientists, and engineers at remote sites, embedded in client office space, or within our own facilities.

Position Summary

We are seeking an Environmental Area Operations Manager to drive the growth of HDR’s global Environmental Conservation and Compliance and Environmental Restoration businesses for our Federal clients. In this role you will partner with senior Business Group and Operations leadership teams to plan, navigate, and execute the operations and growth of our Planning (NEPA), Marine Sciences, and Environmental Compliance practices, as well as Environmental Remediation and Geophysics practices.

You will oversee a powerful team focused daily on delivering infrastructure, environmental, planning, and consulting services to over 75 global professional staff in various settings.

Responsibilities
  • Under the direction of the Environmental, Operations and Construction (EOC) President and Federal Business Group President, develop and implement strategies that expand environmental compliance, permitting, planning services, and environmental remediation and geophysics services across federal, U.S. Department of Defense (DoD), and other key client sectors.
  • Provide overall operational governance by leading area performance for environmental compliance, marine sciences, and planning services, and environmental remediation and geophysics services leveraging operations, project delivery, staff development, and client engagement systems aligned with HDR’s strategic objectives.
  • Oversee delivery of complex environmental compliance, planning, and marine sciences programs, ensuring adherence to scope, schedule, budget, safety, quality, and regulatory requirements (e.g., NEPA, air quality, assessment, mitigation, whale tagging, etc.).
  • Oversee and manage a multidisciplinary team of engineers, scientists, geologists, and hydro geologists supporting site investigation and remediation projects, particularly for DoD installations.
  • Oversee and support regional and area operations, including marketing, project delivery, staff development, quality assurance, safety, and client relationship management, ensuring alignment with company goals and objectives.
  • Monitor operational and project performance, assess environmental program effectiveness, and implement corrective actions to drive performance, profitability, and growth.
  • Lead business development efforts, including identifying and pursuing new opportunities, strengthening client relationships, supporting proposals and contract negotiations, and contributing to strategic growth initiatives.
  • Provide technical and operational support to section leads and project teams, resolving complex issues and ensuring regulatory and contractual alignment.
  • Foster a culture of communication, collaboration, and continuous improvement by mentoring staff, supporting training and development, succession planning, and encouraging engagement and professional growth across teams.
  • Facilitate cross‑functional collaboration with EOC leadership, Professional Services Manager, Professional Services Director, and Business Groups to strengthen environmental technical capabilities and enhance service delivery.
  • Implement company policy and procedures, including quality, safety, recruiting, and risk management.
  • Support special regional initiatives and environmental program improvements, including implementation of new compliance tools, processes, and best practices.
  • Serve as a visible leader and professional role model internally and externally, representing HDR in regulatory, client, and community engagements.
  • Ensure timely and accurate preparation and execution of proposals, teaming agreements, MSAs, subcontracts, and deliverables, and perform other duties as assigned.
  • Possess signatory authority as needed.
