Position: OK State Guard Administrator
Agency: Oklahoma Military Department
Type: Full‑time, regular
Compensation: $90,000 per year

Job PurposePositions in this job family are assigned responsibilities involving professional‑level work in managing, coordinating, or directing a major phase of a comprehensive or specialized operating program. Duties include program planning, policy development, budgeting, fiscal management, human resources administration, and operational support—supervising specialized agency services but not supervising staff.
Essential Functions- Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met.
- Develops goals and objectives that align organizational and human resources objectives and establishes policies and procedures.
- Devises criteria for applicant hiring and background screening processes.
- Reviews and provides advice on organization missions, functions, and staffing of serviced units, including reorganization, activation, deactivation, and transformation.
- Identifies, analyzes, and provides recommendations to supervisors on significant issues and work‑accomplishment problems.
- Ensures leadership follows statutory and regulatory guidance to maximize program effectiveness.
- Serves as the Oklahoma State Guard’s principal liaison with the Oklahoma National Guard and participating public and private educational institutions and agencies.
- Formulates human‑resource and administrative procedures and policies based on U.S. law, DoD, DA, and NGB directives.
- Develops, implements, and oversees the Oklahoma State Guard training program.
- Creates and manages program marketing campaigns to solicit qualified applicants.
- Estimating and obtaining necessary program funds and determining their allocation.
- Identifies logistical and operational training needs, develops and submits budget requirements, and remains responsible for execution of the logistics and operational budget.
- Develops and sustains professional partnerships with Oklahoma civil authorities.
- Conducts briefings and advises subordinate units; works closely with management to resolve controversial issues; researches, prepares, and defends actions taken relative to changes in Oklahoma State Guard programs.
- Provides technical and administrative guidance over Military Human Resource assistants, Military Human Resources Specialists, and specialists within other specialized functions of the MILPO.
- Plans and schedules work of subordinates based on organization priorities.
- Provides advice, guidance, and direction to employees on a wide range of human‑resource, administrative, logistical, and operational issues.
- Conducts briefings to OKNG leaders, state leaders, and civil response authorities to clarify Oklahoma State Guard capabilities and role and ensure nesting of capabilities with customer need.
- Responds to official inquiries (e.g., Inspector General, congressional inquiries).
Skills and Abilities
Knowledge of organization and management methods, public administration, agency policies and procedures, grant or contract program requirements, the legislative process, research and statistical techniques, and federal and state laws and regulations. Ability to establish and maintain effective working relationships, communicate orally and in writing, develop training programs, exercise good judgment, and analyze situations to make decisions.
Education and Experience RequirementsBachelor’s degree and 3 years of professional experience, or an equivalent combination of education and experience (substituting one year of professional level experience for each year of required education).
Physical Requirements- Able to work at a computer for long periods of time.
- Able to lift/carry a minimum of 40 pounds.
- Contingent on a favorable NCIC/OSBI background check.
- Contingent on passing pre‑employment drug & alcohol screening.
- T1 Security Clearance (eligibility for national security positions for U.S. citizens only).
- FLSA Non‑Exempt status.
- Must maintain a valid Oklahoma driver’s license.
- Serves a 12‑month probationary period.
- Participation in direct deposit is mandatory.
