Job DescriptionThe National Laboratory of the Rockies (NLR) is seeking a graduate intern with experience in public policy, social science, and/or environmental affairs to contribute to its Wind Energy Impacts and End of Service Technical Assistance project. The role focuses on improving access to information about planning and local opposition related to the end of service of energy projects while advancing community preparedness through policy-focused research and analysis.
Specific projects may include:
- Research, collection, and analysis of end‑of‑service planning documents at project, local, state, federal, and international levels.
- Research, collection, and analysis of local opposition related to wind end‑of‑service activities.
- Development of a community‑facing database for navigating end‑of‑service planning documents.
- Production of webinars to inform the public about different aspects of end‑of‑service planning.
Typical tasks may include:
- Conducting outreach to community organizations, local/state representatives, and subject matter experts.
- Collaborating with web design team to develop a database of end‑of‑service planning documents.
- Developing resources and information material to support knowledge sharing between stakeholders.
- Assisting in writing quality reports analyzing energy policy.
- Conducting ordinance reviews.
- Supporting research and analysis on end‑of‑service, collaborating with other researchers across NLR as appropriate.
- Leveraging community engagement and analysis skills to gather stakeholder input related to end‑of‑service and understand local opposition.
Must be enrolled as a full‑time student in a Bachelor’s, Master’s, or PhD program, or have graduated within the past 12 months from an accredited institution. Graduated candidates may work for a period not exceeding 12 months. Must have a cumulative GPA of at least 3.0.

- Demonstrated skills in stakeholder engagement and interviewing.
- Strong research and policy analysis skills.
- Strong technical communication skills.
- Prior experience applying research methodologies or frameworks for policy analysis.
- Demonstrated ability to work well within a team and independently with guidance from staff.
- Experience in public policy, political science, journalism, communications, law, environmental studies, or a related field.
- Experience with social science research methods and data analysis.
- Experience with GIS.
- Familiarity with wind energy decommissioning and recycling.
