Job Title
Under general direction, supervises, coordinates and participates in the building engineers, maintenance, and repair of the heating/air conditioning units, energy management and door access systems by performing the following duties.
All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.
Essential Job Functions
- Supervise, coordinates, and participates in activities involved in maintaining the heating/air conditioning systems for Tulsa County buildings.
- Maintain employee attendance and coordinate attendance scheduling with the accounting department.
- Coordinate and supervise employees engaged in the assembly, installation, maintenance and repair of HVAC systems including but not limited to chilled water, steam, plumbing, electrical and refrigeration.
- Coordinate the maintenance and operation of all energy management systems under Tulsa County Building Operations.
- Coordinate and schedule the performance of tasks requiring after hours operations to maintain building systems.
- Review and assign work orders according to priority and required skill level.
- Review completed work orders to ensure and maintain accurate maintenance, repair, chemical usage, parts and labor records are kept in accordance to organization standards and requirements.
- Perform initial review of purchase requests and service quotes.
- Review quotes and bids received from vendors to maintain accurate and fair bidding according to organization requirements.
- Inspect work in progress and completed work to determine conformance with local building codes.
- Monitor building systems operations and performance.
- Maintain energy management program to ensure measures are taken to operate all systems in the most efficient manner to keep operating costs at a minimum.
- Collect and maintain records for energy management system vendor to quickly and accurately make repairs and updates as needed.
- Inspect building systems including fire alarms, HVAC, plumbing and electrical to ensure operations of equipment is within design capabilities and achieve desired environmental conditions.
- Maintain and monitor pressures, temperatures and flow of steam systems including boilers, feed water and distribution systems.
- Responsible for the operation, maintenance and repair of all machinery and equipment required to supply the building with electrical power, water, heating, air conditioning, ventilation, and steam and fire equipment.
- Responsible for maintaining accurate quantity and quality control of parts and labor.
- Responsible for maintaining accurate inventory of filters, belts and tools.
- Read meters and gages on automatic recording devices at specific intervals to verify operating conditions.
- Operate air handling units, pumps, motors, compressors, and pneumatic controls.
- Collect thermal images using Infrared cameras and other devices and accurately interpret data to maintain operation of various types of equipment and systems.
- Adjust manual controls to bring equipment into recommended operating ranges.
- Perform preventative maintenance and corrective repair to buildings, building system operations.
- Perform welding tasks as needed.
- Identify and correct or report unsafe conditions in work areas.
- Maintain a safe working environment and determine the need or requirement for use of PPE.
- Maintain a working knowledge of current and annual changes in state, city and international code requirements.
- Must stay up-to-date on current upcoming changes to equipment requirements and standards.

Skill in the troubleshooting, diagnosis, repair and maintenance of heating and air conditioning units, compressors, pumps, motors, plumbing systems, electrical systems, refrigeration circuits and pneumatic controls; in operation and installation of HVAC systems, compressors, pumps, and motors; in analyzing and evaluating needs and requirements; and in supervising others.
