Position Essential Functions
  • Measures to ensure due process to employers and claimants according to the state guidelines as noted in the OESC Act, and federal guidelines as noted by the United States Department of Labor (USDOL).
  • Conduct fact finding with claimants and employers via phone, mail and e-mail to gather information needed to issue a non-monetary decision that meets benefits, timeliness and quality measures as prescribed by the guidelines of the USDOL.
  • Add potential issues when deemed necessary for the adjudication process (or release them).
  • Enter claimant over payments; ensure proper and complete documentation is in the file for the appeal process.
  • Responsible for the completion and accuracy of all data entry into the computer system and to the Claim Record Card of each file. Data should be entered completely and accurately, and all non-monetary determinations should be written in a manner that can easily be understood by both claimants and employers.
  • Follow the required OESC's safety / security protocols.
  • Participate in required Division training regimen.
  • On-site attendance is an essential function of the position, as the role requires direct interaction with staff, clients, and on-site office resources.

  • Knowledge of current economic and social problems, human relations, community and social service providers, principles of interviewing, social assistance requirements, applicable laws, rules and policies, one-stop workforce initiatives, U.S. Department of Labor one-stop workforce initiative as it pertains to the collaboration of numerous partners providing employment supportive core services to enhance Oklahoma's workforce, laws and regulations of public employment service, unemployment compensation, job training, and social services programs.
  • Skill and Competencies are excellent verbal and written communication skills expressing ideas clearly and concisely.
  • Ability to deal effectively and courteously with people, exercise good judgment in evaluating eligibility requirements, exercise good management in evaluating case management situations, interpret state and federal laws and regulations pertaining to veterans' programs, social services, and employment and training activities, understand economic trends, social service programs, and psychology, anticipate, identify and resolve problems, prepare basic reports, analyze and resolve complex situations, perform highly independent work, make independent decisions.

Demands/Work Environment
  • Work is typically performed in the office setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, bend, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of office machinery in accordance with safety and security protocols.
Minimum Qualifications
  • Education and Experience requirements at this level require 5 years of experience in employment services, career or vocational guidance and counseling, personnel, recruitment, training, customer services or social services related work; or an equivalent combination of education and experience substituting thirty semester hours from an accredited college or university for 3 years of the required work experience.
Special Skills/Requirements/Preferences
  • Computer Skills Employee must be capable of proficiently using OESC's standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
  • Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.
  • Preference will be given to bilingual Spanish.
  • Preference will be given to those with one year of call center experience.
  • Typing skills of 50 WPM is a plus.
