Compensation

Basic Purpose

Perform complex professional work in program consultation and monitoring; provide guidance and counseling, client training, and specialized job placement for individuals with physical or mental disabilities, blindness or visual impairments. Responsibilities include evaluating client work capacities, providing assistive technology services, administering tests, and determining vocational aptitudes and potential.

Typical Functions
  • Provide services to clients addressing personal, social, and vocational adjustment issues.
  • Interpret and analyze applicant’s condition, social situation, attitudes, experiences, limitations, background, and traits.
  • Consult with physicians, psychologists, and other disability professionals regarding examination findings.
  • Administer and interpret psychological tests to determine eligibility and formulate rehabilitation plans.
  • Plan and arrange rehabilitation services; approve expenditures within limits.
  • Engage public and private employers to establish job opportunities and aid clients in securing suitable employment.
  • Monitor client progress and maintain case records and expenditure controls.
  • Assist employers in ADA accommodation guidelines and provide community resource information.
  • Administer work samples and situational assessments.
  • Develop and implement vocational evaluation reports and recommendations.
  • Instruct basic vocational skills and lead diverse groups.
  • Assist clients with acquisition and use of assistive technology devices.
  • Prepare detailed vocational evaluation reports.
Level Descriptors

LevelI – Basic: Entry‑level responsibilities under direct supervision. Supports caseload maintenance, vocational counseling, evaluations, community referrals, initial interviews, eligibility determination, functional assessments, IPE development, job referrals, service coordination, progress monitoring, annual reviews, and job‑related travel.

LevelII – Career: Maintains caseload with moderate supervision. May sign eligibility decisions, develop and amend IPEs, author evaluation reports, write assistive technology assessments, and authorize services.

LevelIII – Expert: Full responsibility for caseload and acts as subject‑matter resource. Performs additional expert functions in areas such as American Indian VR, workforce navigation, disability legislation, and assistive technology services.

LevelIV – Leadership: Leads team, supervises lower‑level professionals, and manages new initiatives and projects.

Education and Experience

LevelI: Bachelor’s degree in vocational rehabilitation, vocational evaluation, counseling, or one year of related experience.

LevelII: Master’s degree with one of several counseling or rehabilitation specialties (e.g., CRC, LPC, CVE, PVE, LBP, LFMT, school counseling, special education) or eligibility to sit for these certifications.

LevelIII: Master’s degree and eligibility to sit for certifications plus two years of professional experience in counseling, job placement, vocational evaluation, or rehabilitation.

LevelIV: Master’s degree and eligibility to sit for certifications plus four years of professional experience.

Knowledge, Skills, and Abilities

LevelI: Knowledge of disabilities, community services, case management, placement practices, and basic computer operations. Ability to communicate effectively, maintain confidentiality, and operate office equipment.

LevelII: Knowledge of vocational counseling principles, psychological issues, assistive technology, test administration, community resources, ADA and Rehabilitation Act. Ability to interpret diagnostics, analyze data, develop effective plans, and build working relationships.

LevelIII: Same as LevelII plus specialty area expertise and consultation ability.

LevelIV: Same as LevelIII plus project management and training others.
