The Shelter System Project Manager strengthens Tulsa’s housing-focused emergency shelter system by driving projects that improve access, exits, and measurable outcomes across partners.
Key Responsibilities- Lead special projects that improve shelter flow, client outcomes, and system accountability
- Manage the CoC Rapid Exit program and run a daily briefing to track progress, troubleshoot barriers, and surface trends
- Train and support shelter partners to connect clients to appropriate exit pathways and follow rapid-exit metrics
- Coordinate with community stakeholders and Housing Solutions' Unit Acquisition Team to link housing-ready residents to fair-market units
- During crisis events (e.g., severe winter weather), coordinate community-wide emergency shelter operations, including temporary spaces, supplies, and staffing
- Bachelor's degree in a related field or 4+ years of progressive experience in housing/healthcare/homelessness/social services
- 2+ years in project management or cross-system coordination
- HMIS and performance management experience; strong communication and MS Office skills
- Valid driver's license, reliable transportation, and must live within a commutable distance to Tulsa, OK
You start by reviewing current shelter capacity and the latest outcome dashboard, then join a brief check-in with partners to confirm what’s moving and what’s stuck. Midday is split between short working sessions, aligning messaging across agencies, clarifying process steps, and tightening how information flows, plus quick follow-ups that keep commitments on track. You'll spend time translating system issues into clear next actions and documenting decisions so partners can execute consistently.
Some days include planning for weather-driven surge needs, validating logistics, and confirming contacts so the community response is ready when conditions change. You wrap up by updating notes, flagging risks early, and setting priorities for the next day.
