The Insurance Services’ Return to Work Partnerships Program is seeking a Program Specialist 3 to provide high level data management on behalf of the Vocational Service Specialist team.
This position involves preparing reports that assess performance and outcomes of statewide services, analyzing data, identifying trends, monitoring work items, and drawing sound conclusions. The role requires navigating multiple programs and systems, and communicating complex information clearly.
Responsibilities- Support program effectiveness through data integrity, analysis, reporting, and process improvement.
- Serve as a program liaison representing vocational services with internal and external vocational rehabilitation stakeholders.
- Manage performance and workload data integrity on behalf of the Vocational Services Specialist team, including multiple data tools, libraries, reports, and analyses.
- Manage all Skill Enhancement Training (SET) entries in the Occupational Health Management System (OHMS), ensuring alignment between the OHMS data management system and workflow processes in SharePoint and LINIS.
- Support customer service strategy by providing consultation to internal and external entities regarding the program.
- Support communication efforts by drafting and posting messages.
- Manage calls or written communications to private sector Vocational Rehabilitation Counselors as needed.
- Manage Claims Vocational Service Specialist (VSS) SharePoint page.
- Perform additional duties as assigned.
- Six years of experience in related fields including planning, policy analysis, coordination, and consultation with public and private agencies.
- Bachelor’s degree with two years of related experience.
- Excellent communication skills, both oral and written, and presentation ability.
- Strong analytical and critical thinking skills, with ability to interpret and apply specialized program policies.
- Proficiency in Microsoft Office, especially Excel and SharePoint.
- Ability to multi‑task, prioritize, and track data across multiple systems for accurate, thorough, on‑time work products.
- Proven customer service orientation and ability to build respectful working relationships.
- Experience with Microsoft 365.

- Knowledge of Washington workers’ compensation statutes, rules, and policies.
- Knowledge of vocational rehabilitation theory and practice.
- Ability to work in a high‑pressure environment, create, format, edit, preview, print, and save documents using word processing software.
- Knowledge of SharePoint, LINIIS, ORION, and MIPS.
- Experience establishing queries and creating reports in Excel.
- Demonstrated research and problem‑solving skills.
