Requirements Must have:

  • We require demonstrated expertise in pavement engineering, including the design, evaluation, and management of asphalt and concrete pavement systems and rehabilitation approaches.
  • We require strong asset management and data analysis capability, including the use of performance data, modeling, and life-cycle analysis to inform capital planning and preservation decisions.
  • We require the ability to develop, interpret, and apply engineering standards, manuals, and statewide technical policy.
  • We require proven program strategy and decision-making skills, including setting long-term direction, prioritizing investments, and resolving complex engineering challenges.
  • We require experience guiding budgets, allocating resources, and supporting long-range financial planning to maximize program value.
  • We require experience evaluating and adopting new materials, construction methods, and pavement technologies.
  • We require the ability to lead technical teams, supervise staff, and manage workload, performance, and staffing needs.
  • We require strong communication skills to explain complex technical issues to executives, legislators, industry partners, and national organizations.
  • We require sound professional judgment, accountability, and a commitment to public service.
  • We require a valid Washington State Professional Engineer license in Civil engineering.
  • Preferred candidates also bring familiarity with national pavement engineering and asset management practices, experience leading a complex pavement or transportation asset management program, and proficiency with pavement management systems such as WSPMS and Microsoft Office tools.
Responsibilities:
  • We lead the statewide pavement engineering program by developing, implementing, and maintaining design policies, standards, and guidance across WSDOT.
  • We establish statewide tools and direction for pavement asset management, preservation, rehabilitation, pavement type selection, design criteria, construction practices, and material selection.
  • We review pavement designs and provide final technical approval to ensure quality, cost effectiveness, and long-term performance.
  • We shape long-range pavement strategy by assessing and introducing emerging technologies, materials, and methods.
  • We partner with state, regional, national, and industry stakeholders to advance innovation and share best practices.
  • We direct pavement research and pilot efforts, evaluate new materials and techniques, and decide what is adopted into specifications and practice.
  • We serve as the final technical authority on pavement policy and practice, resolving complex technical issues and interpreting standards.
  • We provide legislative analysis, prepare reports and fiscal information, and support testimony when needed.
  • We lead the Pavement Office team by managing staffing, workforce planning, resource allocation, and operational priorities.
  • We supervise, coach, hire, and develop staff while supporting performance management and professional growth.
  • We represent WSDOT in research and policy forums to promote technology transfer and innovation in pavement engineering and asset management.
