About the Position

The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Actuary 3 – Supervisor position. This role is within the Rates, Forms, and Provider Networks (RFPN) Division and is based out of our Tumwater Office.

You’ll help shape policy, influence regulation, and guide a talented team of analysts whose work touches the lives of millions.

Duties
  • Review and take actions on rate filings submitted by health insurance carriers and perform actuarial work for financial analyses and financial examinations of domestic health insurance carriers.
  • Calculate reserves of domestic health and disability insurance carriers.
  • Discuss findings with the financial examination team and carriers and write actuarial reports.
  • Supervise and direct health and disability actuarial analysts.
Required Qualifications
  • Bachelor’s degree involving major study in actuarial science, economics, mathematics, statistics, or a closely related field.
  • Membership in the American Academy of Actuaries.
  • Seven (7) years of professional health actuarial experience.
  • Degree must be from an accredited institution recognized by the U.S. Department of Education or the Council of Higher Education Accreditation; foreign equivalents may be substituted with relevant experience and a credential evaluation report.
Preferred Qualifications
  • At least five years of leading actuarial staff or serving as an actuarial team lead/supervisor.
  • At least three years of individual and small‑group ACA health plan rate filing review or pricing experience.
  • At least two years in financial examination of health insurers or in actuarial statutory reserving and financial reporting.

Wage/salary depends on qualifications or state rules of compensation (if currently a state employee). State law (RCW 48.02.090(5)) prohibits employees of the OIC from having any interest, directly or indirectly, in an insurance company other than as a policyholder. This prohibition includes the receipt of renewal commissions, and employees may not hold a valid insurance license. Prior to a new hire, a background check including criminal record history will be conducted.
