Job Summary

The Department of Labor & Industries (L&I), an employer of choice, is announcing an exciting opportunity for a Fiscal Analyst 5.

Reporting to the Payroll & Benefits Manager within the Office of Human Resources (OHR), this position is the technical expert and the primary Financial Analyst supporting personnel and payroll for the agency. If selected for this role, you will oversee the Payroll Revolving Account and supervise the team that is responsible for the reconciliation and management of the payroll general ledgers.

Responsibilities
  • Monitor, analyze, adjust, and reconcile L&I payroll general ledgers.
  • Coordinate reconciliations with Payroll Specialists and Financial Management. Provide recommendations, resolutions, and guidance while serving as the technical expert on the Payroll Revolving Account.
  • Audit corrections to retirement postings for L&I’s approximately 3,000 employees.
  • Prepare statements supporting reconciliation on a monthly basis for presentation to the Payroll Manager and the OHR Director.
  • Analyze payroll financials to include error identification, tax reporting, and other complex payroll issues.
  • Work with the Office of Financial Management (OFM) and Washington Technology Solutions (WATech) on complex situations to reach a resolution.
  • Serve as the agency expert in State and Federal tax law.
  • Research, resolve, and respond to IRS correspondence.
  • Lead Calendar Year‑End, Fiscal Year‑End and Biennial Closing responsibilities.
  • Oversee Fiscal Analyst staff by assigning and evaluating work, training, coaching, setting expectations, providing mentorship, and ensuring consistent process flow between Fiscal Analysts and Payroll & Benefit Specialists.
Qualifications
  • Seven (7) years of professional accounting, auditing, budgeting or finance experience or other related professional experience. This experience should include reconciling as well as communicating complex concepts verbally and in writing.
  • Education with a focus on accounting, finance, business or related field may substitute year for year with experience.

Desired Qualifications
  • Professional experience preparing, reconciling, and analyzing general ledger entries.
  • Professional experience preparing 941 Federal Tax Returns and associated W‑2’s for quarterly, year‑end and biennium closing.
  • Ability to interpret and apply state and federal rules and regulations as they relate to garnishments, and insurance.
  • Familiarity with State of Washington civil service rules and collective bargaining agreement provisions.
Telework & Duty Station

To help you maintain a proper work‑life balance, teleworking is one of the work schedule options for this position. Telework is permitted part time and dependent upon business needs. There is an expectation to report to the office at least once per month.

The assigned duty station for this position is Tumwater, Washington.
