The Department of Revenue's Research and Fiscal Analysis (RFA) Division invites applications for the Income Tax Analysis Coordinator – Tax Policy Specialist 4 (TPS4). This role supports Washington’s 2026 Income Tax initiative by researching, analyzing, and advising on tax policy and economic impact.
Position purpose: enable RFA to carry out responsibilities related to the Washington Income Tax passed during the 2026 Legislative Session.
Responsibilities include:
- Conducting tax and economic impact studies of major importance for the agency and other state agencies, implementing, directing, and reviewing all aspects of a study and assessing impacts and policy implications from the agency perspective.
- Preparing and reviewing fiscal notes and other economic and fiscal impact analyses on proposed law changes and economic policy issues for the Legislature, the Office of Financial Management (OFM), and the Governor's Office.
Ideal candidate will possess:
- Ability to interpret and analyze complex language and apply quantitative methods, gained through progressive analysis work.
- Progressive experience managing or leading projects, including coordinating participants, developing project plans, overseeing deliverables, or facilitating consensus solutions.
- Demonstrated skill in conducting complex tax, economic, or fiscal research using statistical programming tools such as SAS, SQL, STATA, R, Python, or similar applications.
- Experience supervising, mentoring, or developing professional staff, evaluating performance, or coaching lower‑level staff.
- Proven ability to communicate complex concepts clearly and concisely to diverse audiences, including executive leadership, legislators, or interested parties, through reports, correspondence, or technical briefings.
- Ability to work effectively under time pressure, meeting tight deadlines and managing competing high priority assignments.
- Collaborative experience with internal and external stakeholders such as agency executives, legislative staff, local governments, or policy advisors.
- Proven ability to prepare and oversee production of complex deliverables (reports, graphics, estimates, documentation) ensuring accuracy and compliance with standards.
- Curiosity to learn and grow, using learning to improve government programs and processes.
- Customer‑service focus and empathetic response to the needs of others.
- Equity‑inclusive approach, actively seeking to understand diverse backgrounds and removing inequitable barriers.
Preferred qualifications:
- Knowledge of Federal Income Tax data, analysis, or research.
- Experience conducting research using SAS.
- Advanced quantitative methods applied to fiscal notes, policy analyses, or economic impact studies.
- Knowledge of federal, state, and local tax policy, and Washington's tax structure and department data.
- Proven project management or leadership in analytical projects.
A bachelor’s degree in economics, taxation, public administration, public finance, statistics, accounting, mathematics, data analysis, or a closely allied field AND six years of professional experience in economics, statistical analysis, public finance or tax administration.
OR a master’s degree in the same fields will substitute for one year of experience.
OR a PhD in the same fields will substitute for two years of experience.
