The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes.
The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Workers' Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers' compensation system. This position is represented by the Service Employees International Union (SEIU).

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:As a Reimbursement Specialist, you will perform audits of applications from the workers' compensation insurance industry and authorize reimbursement from the various Department of Consumer and Business Services reimbursement programs within the Workers' Benefit Fund.
Duties include:- Interpreting and applying statute, rule and bulletin requirements in order to audit applications from insurers and self-insured employers
- Determining validity and accuracy of calculation of payments and authorizing reimbursement
- Providing expertise and assistance through written and verbal communication to insurance industry personnel, up to and including management level, employers, injured workers, attorneys, and other interested parties
- Ensuring timely and accurate completion of audits
- Coordinating assigned reimbursement programs including audit preparation, work distribution, and training not requiring supervisory oversight

Here’s what you need to qualify:
Minimum Qualifications:- Four years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.
- Two of the four years must be above the technical support level.
Note:
Requested
college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
Skills:- Math and basic bookkeeping skills
- Experience with data entry
- Strong letter and report writing skills
- Experience researching and comprehending rules, regulations and statutes as they apply to various programs
- Experience communicating with a variety of internal and external customers
- Strong analytical skills
