The Property Management Division (PMD) serves Facilities, Fleet, and Supply Management functions and is responsible for providing comprehensive facilities management through the capital and operating budget process.

• Procure equipment for the Electronic Services Division (ESD) and the Supply Section Warehouse using the Inventory Purchase Account (IPA).
• Act as the primary purchasing agent for special orders and items not available in the warehouse, following guidelines from the Department of Enterprise Services (DES), Washington Administrative Code (WAC), Revised Code of Washington (RCW), and WSP policies, procedures, and standards.
• Request quotes or bids as required.
• Generate purchase orders (PO) for IPA and ESD, following DES purchasing guidelines and managing sole source contracts, including using Washington Electronic Business Solutions (WEBS) for items not on contract.
• Order items on credit card when needed and process orders online.
• Conduct research for new sources of supply.
• Maintain accounts and reconcile physical inventories using manual or automated systems (currently Azzier).
• Arrange and conduct tests and product sampling to ensure compliance with specifications.
• Communicate and resolve problems with customers and vendors regarding orders, discrepancies, and billing cycles.
• Implement agency procedures related to supply functions, collect and evaluate supply and equipment usage data, project agency supply needs, determine optimum stock levels, maximum authorizations, standard unit packs, and reorder points.
• Enter billing information and file documents in the centralized system upon completion.
• Negotiate services, base agreements, and contracts as directed.

• High School Diploma or GED Certificate.
• Two years of experience as a Procurement and Supply Specialist 1 (Full-time purchasing experience may substitute on a year-for-year basis).

• Experience with Washington State procurement regulations (DES, WAC, RCW).
• Proficiency with electronic purchasing systems such as WEBS and inventory software (Azzier).
• Strong analytical and communication skills.
