L&I IT Application Development Journey

Position Summary

Department of Labor & Industries (L&I) is hiring a Journey-Level IT Application Developer to join the Applications & Data Management (A&DM) team in Maintenance & Operations (M&O). The developer will create, maintain, and improve business applications and databases, using an Agile/Scrum framework and Azure Dev Ops.

• Develop and maintain software applications, interfaces, and web services.
• Translate business requirements into application features.
• Act as technical advisor and coordinate work across multiple applications.
• Design prototypes to demonstrate business functionality.
• Analyze, troubleshoot, and resolve application, environment, platform, software, or hardware issues.
• Participate in Incident Response and Problem Management teams.
• Follow the software development lifecycle (SDLC) to plan, design, develop, test, and document applications.
• Create technical specifications, network diagrams, deployment plans, and release notes.
• Research technical issues, performance, security, and data integrity; stay current with emerging technologies.

• Eight (8) years of professional experience with application development using Visual Studio, C#, , ASP.NET, HTML, CSS, JavaScript/JSON, and related tools.
• Experience writing T-SQL, stored procedures, and using Entity Framework.
• Proficiency in unit testing and applying development standards.
• Strong communication, detail orientation, organization, problem‑solving, and collaboration skills.

• 1+ year in an Agile/Scrum team.
• Associate or bachelor’s degree in computer science or related field (if not meeting years of experience).
• Knowledge of Azure Dev Ops.
