Journey-Level IT Application Developer

The Department of Labor & Industries (L&I) is looking for a Journey-Level IT Application Developer to join the Applications & Data Management (A&D) team within the Maintenance & Operations (M&O) program.

Responsibilities
  • Design, build, maintain, and improve applications that support agency programs as part of an Agile development team.
  • Develop and maintain software applications, interfaces, and web services using Visual Studio, C#, , ASP.Net, HTML, CSS, JavaScript, XML, JQuery, MVC, WPF, ADO, WCF, JSON.
  • Understand business requirements and translate them to application features.
  • Serve as a technical advisor to assist management in coordinating work items across multiple applications.
  • Develop, maintain, and enhance applications; prototype business functionality.
  • Analyze, troubleshoot, and resolve technology issues related to applications, environment, platform, software, or hardware.
  • Participate in Incident Response and Problem Management teams to identify solutions to issues.
  • Use the software development lifecycle (SDLC) process to plan, analyze, design, develop, and test applications and interfaces.
  • Ensure delivery of technology solutions by adhering to L&I technology standards and procedures.
  • Document technical specifications, network diagrams, application functionality, deployment plans, and software release notes.
  • Research complex technical issues related to application development, database structure, platform, configuration, performance, security, and data integrity.
  • Stay abreast of technical trends and emerging technologies; recommend and implement appropriate solutions.
Qualifications
  • Eight (8) years of professional experience developing and enhancing applications using the above languages and tools, writing and accessing database code (T‑SQL, stored procedures, Entity Framework), performing unit testing, and applying development standards in a managed environment.
  • OR a bachelor’s degree or higher in Computer Science, Computer Programming, or a closely aligned field, plus four (4) years of recent professional experience with the above skill set.
  • OR an associate’s degree in a related field plus six (6) years of recent professional experience with the above skill set.
Desired Skills
  • One (1) year or more of experience within an Agile Scrum team.
