Scope of Work
- Ensure effective supervision of the design, tendering, implementation, and closure of infrastructure projects.
- Prepare and review project tender documents including Bill of Quantities (BOQ) and verify prices based on market survey.
- Follow up on tenders, assist in technical analysis and review relevant evaluation reports.
- Conduct field technical engineering follow‑up on site implementation and progress.
- Arrange weekly meetings with contractors and draft minutes of meetings.
- Review field inspection reports throughout the project lifecycle.
- Assist the Project Manager in drafting and issuing tenders, budgets, cash flows, and preliminary schedules.
- Monitor and update project schedule prepared by contractors, coordinating activities and solving site problems.
- Assist the project team in approving materials and follow up on their installation.
- Track daily site activities, leading site engineers to maintain daily, weekly and monthly reports and records of contractor personnel.
- Supervise and monitor physical and financial progress against the work plan, reviewing all workshop drawings and as‑built drawings.
- Prepare variation orders and review details with contractor before submission for approval.
- Prepare payment certificates and update site measurements versus BOQ on a weekly basis.
- Follow up on required tests for materials, concrete or equipment, reporting results to meet technical specifications and local requirements.
- Monitor access, storage and distribution of coordinated materials during construction.
- Maintain proper filing of documents and records related to the project, including material approvals.
- Prepare substantial completion certificates and secure all required project close‑out documents.
- Provide quality assurance and ensure compliance for technical aspects of the project.
- Monitor safety precautions, including child labour prevention, and update risk logs.
- Identify external environmental changes and propose corrective actions.
- Ensure gender mainstreaming considerations are embedded in project activities.
- Ensure project implementation complies with UNDP Rules and Regulations.
- Liaise with stakeholders and authorities to obtain necessary permits.
- Assist in finalising reporting requirements, filing system, and communication materials.
- Handle correspondence and maintain the filing system.
- Document lessons learned, best practices and success stories.
- Monitor implementation against indicators in coordination with the RBM Team.
- Support development of communication and visibility materials with partners and UNDP communication team.
- Ensure donor branding and visibility requirements are fulfilled.
- Facilitate knowledge sharing and document best practices and lessons learned.

Secondary education required. A university degree (bachelor’s) in Civil Engineering will be given due consideration but is not a requirement.
Minimum Years Of Relevant Work ExperienceMinimum of 7 years (with High School Diploma) or 4 years (with bachelor’s degree) supervising similar civil construction projects, including health and public buildings.
