SECRET Responsibilities include (but are not limited to):

Provide onsite project management support services to the Project Manager Representative (PMR).Plan, organize, and conduct system surveillance activities to ensure that the shipbuilder’s management control system complies with EVMS guidelines, and provide timely indications of actual and/or potential problems. The Contractor shall develop a process, with timelines, to review Shipbuilder deliverables related to Earned Value Management (EVM) and Integrated Master Schedule (IMS), and consolidate assessments and findings in a clear, cohesive, and concise manner.

Become familiar with scheduling activities that maintain the surveillance of the Shipbuilder’s IMS for the program. The Contractor shall conduct detailed analysis of the Shipbuilder’s IMS and any “mini-network” or other Shipbuilder produced schedules for all OPCs under the USCG contract. The IMS is an integrated, resource-loaded, schedule containing the networked, detailed tasks necessary to ensure successful project execution by the Shipbuilder and utilizes a critical-path methodology.

The Analysis shall include, at a minimum, but is not limited to:

Determine compliance with the OPC Production Contract/CLIN requirements.

Determine compliance with Defense Contract Management Agency (DCMA) standards and ANSI-EIA 748 guidelines.

Identify existing and potential problems that could impact the on-schedule completion or otherwise pose risk to project cost, schedule, or performance objectives of the OPC Production and Delivery Project.

Assess probability of Shipbuilder to meet contract milestones.

Determine Shipbuilder compliance with own processes and associated guidance/procedures by comparing the Shipbuilder’s defined process and general EVMS standards.

The Contractor shall coordinate system analysis with program integrators serving as focal points for specific acquisition programs. Ensure changes to the Contractor's system are properly documented and approved.

Analyze changes to the IMS and provide assessments to customers.

The Contractor shall perform Quality Assurance (QA) for and monitor the OPC event-based IMS developed by the Prime Contractor. The Contractor shall maintain a copy of the Shipbuilder provided IMS accurately so that it can be used as a planning and tracking tool in identifying critical development milestone events and accomplishments for all activities defined throughout the life cycle of the Program.

Maintain OPC physical progressing model using Microsoft Project, SharePoint, and Power BI.Audit shipbuilder’s reported physical progress as directed by the PMR.Ensure the shipbuilder provided IMS reflects the milestones associated with the elements in the MSAM, Program Acquisition Strategy and PMP. At a minimum, the IMS shall contain the following:

Assist in validating Shipbuilder EVM variance reports such as Contract Performance Reports (CPR), Contract Funds Status Reports (CFSR), Contractor Cost Data Reports (CCDR), and Integrated Master Schedule (IMS). Reconcile the reports with each other and against supporting data for the purposes of validating a system. Use fact-finding, analytical and interpretive methodologies to assess system health when cost, schedule, and performance information provided by the contractor is an insufficient indicator of actual or developing situations.

Assist in determining Performance Measurement Baseline (PMB) compliance and Estimate at Completion (EAC) analysis. Review the Contractor's required external cost and schedule reports to ensure that they contain information derived from accepted/validated systems and the same base as used by the Contractor.
