Information Technology Manager

The entry annual salary for this position is $73,195-$80,514, based upon qualifications and experience. JOB SUMMARY The Information Technology (IT) Manager is responsible for the planning, organizing, strategizing, and executing IT functions for the City of Orange Beach. This includes directing IT operations to meet departmental and user requirements, as well as the support and maintenance of existing infrastructure, applications, equipment and devices, and development of new technical solutions.

The IT Manager oversees technical projects in alignment with organizational goals and directs the effective delivery of networks, development, and disaster recovery systems and processes. SUPERVISORY RESPONSIBILITIES This position supervises the IT Coordinator. ESSENTIAL FUNCTIONS / DUTIES AND RESPONSIBILITIES Acts as liaison to the City's managed services providers in all areas of IT and communications, including software, equipment, telecommunications networks and devices, and audiovisual equipment.

Oversees assisting staff with basic day-to-day IT operations and performs basic troubleshooting for computers, phones, tablets, printers, and other IT devices. Implement and maintain the City's active directory. Coordinates end user and higher-level support with the city's IT managed services providers. Provides employee on and off boarding to include IT equipment and devices, IT policy and procedure, email, telecommunication devices, and cyber security.

Provides research and advice on suitable IT options. Provides training for computer systems and devices, software, telecommunications equipment, and audiovisual equipment. Provides backend web development and performs website maintenance at the direction of the Public Relations Manager, assisting with content creation, uploads, and strategies; oversees purchase and inventory of domain licenses. Manages phone system and online software. Provides IT records management at the direction of the City Clerk.

Manages, tracks, and stocks hardware devices used during meetings, such as tablets, monitors, extension cords, audiovisual equipment, etc. Provides IT support for City meetings to include the setup and provision of IT and audiovisual needs. Maintains equipment and software inventory; requisitions replacement of IT devices and equipment. Develops, reviews, and certifies all IT back-up and disaster recovery procedures and plans;

coordinates managed service providers Maintains records of equipment, software licenses, warranties, domain licenses, and renewals. Collaborates with City departments to develop and maintain a technology plan that supports their needs. Ensures continuous delivery of information technology support through oversight of IT infrastructure, service level agreement with end users, and monitoring of systems, programs, and equipment performance. Coordinates with City departments to analyze, recommend, and implement IT hardware and software solutions to improve operations or resolve issues.

Coordinates budget for IT purchases and advised Department Heads of budgetary considerations related to IT purchases. Oversees the security and privacy of the information systems, communication lines, and equipment; coordinates with staff, IT vendors, and City Clerk on liability coverage for any data breach.

KNOWLEDGE, SKILLS, AND ABILITIES Strong knowledge and understanding of IT infrastructure, including networks and servers. Knowledge and proficiency in project management methodologies and tools. Knowledge of cybersecurity principles and best practices. Knowledge and familiarity with software development processes and methodologies. Knowledge and experience with budget management and resource allocation. Excellent communication skills for liaising with technical and non-technical staff. Strong organizational skills to manage multiple projects simultaneously.

Skills in data analysis and reporting for informed decision-making. Ability to train and support end-users on IT systems and tools. Ability to troubleshoot and resolve technical issues efficiently.
