Major Duties and Responsibilities Program Management Duties 25%

  • Procurements of vehicles and services via contracting and purchase cards. Acts as the government's Contracting Representative for a Vehicle Fleet maintenance. Inspects work and provides guidance to the contractor on the administration/execution of the contract. This contract is valued at approximately $1,400,000 annually. Participates in the establishment of local policies for achieving management objectives and goals and represents management on such matters as required.

    Makes recommendations for short-range, organizational, and operational improvements.
  • Perform duties as Fleet Card Manager and Fleet Agency/Organization Program Coordinator (A/OPC). Incumbent is responsible for the oversight and management of the Government Fleet Purchase Card (GPC) program within CAVHCS. Incumbent serves as the primary point of contact between the cardholders, the approving officials, and the card-issuing bank, ensuring compliance with applicable policies and procedures. The incumbent monitors fleet card accounts and reviews statements checking for fraud or misuse.

    The incumbent reports account irregularities and card loss or theft to the supervisor and Fleet Card A/OPC. The incumbent reconciles charges monthly and undergoes a monthly random audit with the Fleet Card A/OPC and annual audit with Fiscal. The incumbent research all vehicle use including mileage, number of trips, numbers of passengers, always making sure the fleet is right sized and maintained within VA and GSA standards.

Technical Facility Fleet Management Duties 75%

  • Manages a diverse and complex inventory of fleet assets, including sedans, light/medium/heavy-duty trucks, para-transit vehicles, buses, emergency vehicles, and specialized equipment.
  • Develops and implements comprehensive technical programs for predictive, preventive, and corrective maintenance to maximize fleet lifecycle, minimize downtime, and ensure all assets operate at optimal safety and performance standards.
  • Utilizes fleet management systems and vehicle telematics platforms to monitor vehicle diagnostics, maintenance schedules, operational data, and real-time alerts for issues such as engine faults, low fluids, system failures, and non-compliance with emissions requirements.
  • Conducts root-cause analysis on vehicle performance issues using advanced diagnostic tools, interpreting On-Board Diagnostics (OBD-II/III), and collaborating with certified mechanics or service providers to resolve technical faults.
  • Coordinates and verifies technical aspects of third-party maintenance and repair work, ensuring adherence to original equipment manufacturer (OEM) specifications, warranty requirements, recall notices, and applicable federal/state safety and environmental standards.
  • Oversees implementation of technical upgrades, retrofits, and modifications to fleet vehicles to meet evolving mission and compliance requirements, including installation of advanced safety or communications technology as specified.
  • Makes technical recommendations for vehicle replacements and fleet right-sizing based on wear analysis, utilization data, life-cycle cost analysis, fuel economy, emission performance, and evolving agency mission requirements.
  • Calculates rental rates and reports on facility fleet Key Performance Indicators (KPIs) by utilizing vehicle utilization rates, mean time between failures (MTBF), cost per mile, preventive maintenance, compliance rates, and fuel/energy consumption patterns.
  • Ensures all vehicles are maintained in strict accordance with VA, GSA, Department of Transportation (Use the "Apply for this Job" box below). ALDOT, Environment Protection Agency (EPA), and manufacturer requirements for safety, emissions, performance, and environmental sustainability.
  • Responsible for the secure implementation and utilization of fleet fuel management programs, using automated data capture to monitor and track fuel/energy usage, detect irregularities, and support sustainability initiatives Including the collection and development of accident information and maintaining case records
  • Monitors facility fleet asset condition through physical inspections reports, telematics data, and predictive analytics to proactively address emerging mechanical issues and forecast future maintenance or replacement needs.
