Stantec Government Services (GS) is seeking an experienced, highly motivated, resourceful, and detail-oriented coordinator with a focus on environmental planning and administrative support processes to support Range Management at the Marine Corps Air Ground Combat Center (MCAGCC) located in Twenty nine Palms, CA.
The successful candidate possesses an understanding of the National Environmental Policy Act (NEPA) and administrative processes associated with categorical exclusions (CATEXs), environmental assessments (EAs), and environmental impact statements (EISs). This role requires the ability to review and understand environmental statutes, regulations, and policies to determine required processes and documentation. The selected candidate will manage logistics related to submission of Requests for Environmental Review (REIRs), and act as support to the action sponsor, or alternate (as needed) for any NEPA process and documentation requirements.
This position is a full-time position supporting the Range Management Training Directorate at MCAGCC located in Twenty nine Palms, CA.
Your Key Responsibilities
- Providing full-time support to the Range Development Section to ensure NEPA compliance and providing technical and administrative support in coordination with the Installation NEPA Program Manager
- Supporting facilitation of up meetings for the Range Development Section and preparing meeting minutes
- Reviewing Decision Memorandums for projects approved at the CATEX level and preparing compliance memorandums
- Reviewing existing NEPA documentation and preparing proposed solutions for gaps in coverage
- Preparing Requests for Environmental Impact Review (REIRs) and submit through NEPA Process Automation Management Support Module System (PAMS)
- Preparing administrative materials including but not limited to, statements of purposed and need, descriptions of proposed actions and alternatives, and descriptions of mitigation measures
- Providing recommendations on efficient process to reduce redundancies in NEPA compliance program; drafting or updating office Standard Operating Procedures for the Range Sustainability NEPA program
- Coordinating and conducting the annual Environmental Compliance program
- Drafting NEPA documentation, memos, reports, correspondence, and other products in support of NEPA actions
- Monitoring project compliance with terms and conditions of the decision memorandum (DM) for projects approved at the CATEX level, and preparation of the compliance memorandum at conclusion of events
- Preparation of maps to support REIRs, at a basic level
- In coordination with the NEPA Program Manager, support the implementation of a mitigation monitoring system for ongoing training activities
- Attend NEPA and related meetings; participate in interdisciplinary team collaboration
