Staff Engineer I / Staff Engineer IIThe City of Twin Falls is seeking a qualified and motivated engineering professional to join our Engineering Department as a Staff Engineer I or Staff Engineer II
, depending on qualifications, experience, and licensure. This role supports public service and civil engineering projects that directly impact the Twin Falls community.
- Provide project management for capital improvement and public works projects from conceptual design through construction
- Prepare plans and specifications for bidding and construction
- Prepare addendums during bidding, answer bidder questions, evaluate bids, and prepare City Council memos to award construction contracts
- Work within defined budgets to negotiate contracts and amendments
- Coordinate plan review and resolve comments with federal, state, county, and other agencies to obtain project approvals and permits
- Coordinate with in-house and outside professionals to obtain easements and right-of-way for projects
- Provide technical reviews of plans and specifications and prepare cost estimates
- Attend pre-bid meetings and assist in resolving change orders and requests for information
- Conduct inspections of projects to determine proper installation, soundness, and compliance with plans, specifications, and standards
- Review and approve consultant and contractor invoices for various projects
- Provide technical recommendations to support Public Works management staff
- Prepare, coordinate, and review intergovernmental agreements for capital improvement and public works projects
- Examine building plans for conformity with construction codes
- Review plans for structural code compliance and ensure structural safety and integrity are adequately addressed
- Enforce City Codes by staying current on City Code changes, engineering standards, and specifications
- Conduct field reviews and inspections
- Review proposed subdivision developments, including subdivision plats, street designs, water and sewer designs, stormwater management, and pressure irrigation systems
- Review plans based on City code, City policies, and engineering design standards
- Prepare reports and make verbal presentations
- Assist the public with questions, concerns, permits, and information requests
- Work with other City departments to assist with project designs and engineering-related information
- Communicate regularly with City employees, engineers, developers, contractors, supervisors, City Council, and the public
- Keep supervisors informed of work progress, potential concerns, and recommendations for improvement
- Perform duties in accordance with City policies, procedures, and safety practices
- Perform related duties as assigned
- Staff Engineer I (non‑exempt): $30.41 - $43.78 per hour ($63,252 - $91,062 annually)
- Staff Engineer II (exempt): $85,758 - $123,468 annually ($41.23 - $59.36 per hour)

This position performs work in both a general office environment and outdoor field environments. Field work may include construction inspections, site visits, project reviews, and exposure to varying weather conditions. Field inspections may require walking project sites and performing minor lifting.
This position requires the ability to communicate clearly, operate a motor vehicle, use computer and engineering equipment, review technical documents, conduct field inspections, and work effectively with City employees, contractors, engineers, developers, agencies, and members of the public.
