Summary

The Fire Chief position is a leadership position that performs supervisory, administrative, and technical work in fire suppression, emergency aid, hazardous materials, fire investigation, and fire prevention activities. The Fire Chief supervises Fire Division personnel directly or through subordinate officers. The position requires an experienced individual who can provide enthusiastic, hands‑on leadership and has the ability to develop strong working relationships.

The Fire Chief must possess strong communication and interpersonal skills and have a broad background in all aspects of fire service delivery including fire suppression, EMS, fire prevention, and inspection.

Job Responsibilities
  • Provides leadership and guides and directs the overall operation of the Fire Division.
  • Oversees all operations of the Fire Division and its Full‑time, Part‑time, Cadet and Explorer members.
  • Responsible for the training and supervision of all Fire Division employees.
  • Responsible for the personnel morale and general efficiency of the Fire Division.
  • Responsible for formulating and updating rules and regulations to govern the Fire Division and submitting such rules and regulations for approval.
  • Takes charge and custody of all fire apparatus and equipment and supervises the maintenance thereof so that the same is in good order and condition and ready for use at all times.
  • Assembles Fire Division employees for the purpose of instruction and drill in the operation and understanding of all phases of the work which have a bearing upon good firefighters to maintain proficiency for Fire, EMS, HAZMAT and Special Operations performed by the Fire Division.
  • Required to cause inspections to be made for all buildings and premises within the Fire District of Twinsburg, except those buildings used exclusively for residential purposes, and to perform or direct the work of fire inspectors to serve notice of the need to abate fire hazards that may be found upon such premises.
  • Performs such other and further duties and responsibilities as may be provided by law or assigned to him by the Director of Public Safety.
  • Oversees operations of the specialty divisions of the Fire Division.
  • Manages facilities and equipment.
  • Produces, updates, and maintains all reports and payroll records.
  • Schedules all staff and training.
  • Oversees equipment repair and maintenance.
  • Coordinates and compiles budget requests.
  • Carries out supervisory responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing employee complaints and resolving problems.
  • Performs public relations functions and attends meetings and community events.
  • Must have punctual, reliable attendance. Work hours may fluctuate and may include nights, weekends and holidays. Will be required to respond to emergencies, including those occurring outside of normal work hours.

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the City’s Charter, rules, regulations, policies, procedures and applicable laws. Responsibilities include interviewing, recommending, and training employees; scheduling, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications
  • Must possess a high school diploma or GED. Must have a minimum of ten years of progressively responsible full‑time fire service experience with five or more years at the command officer (Captain) or above level. Experience in a combination department is required. An Associate Degree or higher in Fire Science, Fire Administration, EMS Administration, Public Safety Management or related field is desirable.
