Communications & Outreach Manager City of Tybee Island, Georgia
The City of Tybee Island is seeking an experienced, strategic, and creative Communications & Outreach Manager to lead Citywide communications, outreach, and public engagement efforts. This highly visible role supports the City Manager’s Office and works closely with elected officials, department leadership, community partners, and residents to ensure clear, consistent, and timely communication aligned with the City’s mission and values.
About the RoleUnder the direction of the Assistant City Manager, the Communications & Outreach Manager plans, develops, and executes comprehensive communication strategies that strengthen public trust, enhance transparency, and elevate the City’s brand. This position exercises independent judgment and discretion while managing digital platforms, media relations, public outreach, emergency communications, and special projects.
Key Responsibilities- Lead Citywide communication strategies, policies, and messaging guidance for staff and elected officials
- Manage and oversee public-facing communication channels, including the City website, social media, newsletters, email campaigns, and traditional media
- Serve as a primary media contact and coordinate media interactions for the Mayor, City Manager, and designated officials
- Represent the City at public meetings, community events, and outreach initiatives
- Develop, publish, and maintain web content and City newsletters
- Coordinate live broadcasting and streaming of City Council and public meetings
- Support emergency and crisis communications in coordination with Emergency Management and IT
- Partner with Human Resources on internal communications and employee engagement initiatives
- Coordinate communications related to nonprofit, civic, and community partnerships
- Lead or manage special projects and City-sponsored events as assigned
- Bachelor’s degree in communications, public relations, journalism, marketing, public administration, or a related field
- Five (5) years of progressively responsible experience in communications, public information, or public relations (public-sector experience preferred)
- Valid Georgia driver’s license or ability to obtain
- Ability to work flexible hours, including evenings or weekends as needed
- Advanced knowledge of public information, media relations, crisis communication, and community engagement
- Strong understanding of municipal government operations and public-sector communications
- Exceptional written, verbal, and public speaking skills
- Proficiency with Microsoft Office, content management systems, social media platforms, and digital communication tools
- Working knowledge of audiovisual and live-streaming systems
- Strong organizational, project management, and relationship-building skills
- Sound judgment, discretion, and diplomacy when handling sensitive or time-critical information
- Creative, adaptable, and comfortable working in a fast-paced, highly visible environment
