Job SummaryThe Construction Field Supervisor will report to the Utility Construction Manager and will be engaged in the project during the construction phase of Construction Projects for substations and transmission lines through final commissioning and closeout phases. Projects vary in scope and the role of the Field Supervisor adapts accordingly, overseeing activities from initiation to final commissioning and closeout.
Job Duties And Responsibilities- Participate as a member of project teams to assist in the development of project scope, cost estimate, and schedule.
- Attend site field and scope visits; assist in developing schedules, including critical paths.
- Create detailed construction plans, identify outage requirements, and develop construction contract bid packages.
- Review bid responses, participate in vendor selection, and attend pre-bid meetings with contractors.
- Participate in design constructability reviews and detailed construction planning, including outage lists and resource requirements.
- Ensure contractor compliance with Utility Company mandated safety training.
- Coordinate with survey and soil boring crews; ensure necessary permits and environmental approvals are obtained prior to construction.
- Lead Contractors Pre-Construction/Safety Kickoff meetings, outlining expectations and required material inventories.
- Work with design engineers when deficiencies arise.
- Conduct safety-related activities:
Tailboard conferences, JSA development, hazard observation, and monitoring contractor training and skills. - Report theft or illegal activity; ensure quality and maintainability standards for contractor work.
- Protect Utility positions regarding environmental concerns; coordinate environmental sampling, removal of oil, spill cleanup, and storm water management.
- Maintain Substation Work Management Plans (SWMPP) and Spill Prevention Controls & Countermeasures (SPCC).
- Identify and address safety hazards and environmental concerns; monitor construction schedule and cost.
- Perform quality assurance checks and ensure SWMS and Asset Data forms are completed for all equipment installed or removed.
- Track schedule progress versus requested service dates; manage excess material returns and investment recovery processes.
- Supervise daily crew kickoff, safety of all team members, and proactive hazard mitigation.
- Assist in crew JSAs and Tailboards; discuss daily work activity and material issues.
- Ensure permit adherence and coordinate material deliveries and landowner access.
- Conduct QA/QC activities, log construction progress, keep field notes, and ensure as-built documentation meets Utility Company standards.

- 10 to 15 years of experience in Electric Utility Transmission or Distribution.
- Strong understanding of OSHA regulations with ability to interpret and guide construction crews and management on application of these regulations.
- Work primarily at project construction sites within the Utility Company service area; may require occasional travel to other service areas including substations, transmission, and distribution lines.
- Interaction with team members, supervisors, and client personnel.
- Mandatory use of safety equipment as required by the safety department for personal protection.
- Ability to work at multiple job sites in a single day and tolerate climate variation.
- Lifting and carrying up to 20 pounds.
- Clear speech and hearing, with or without reasonable accommodation, to communicate effectively.
- Prolonged sitting tolerance in office tasks.
- Sufficient vision and observation ability to conduct analysis and investigations.
- Manual dexterity for routine office duties.
- Personal mobility and reflexes to perform office duties and travel to off‑site locations.
