Job SummaryThe Texas Department of Transportation reserves the sole right to determine the level of position offered based on business needs and the applicant’s work experience, skill level, and all other appropriate factors. This role performs transportation engineering work in areas such as planning, project development and design, construction, transportation/traffic operations, and maintenance. The position requires contact with governmental officials and private entities and follows standard practices that do not require frequent supervision.

- Assists in overseeing contracts, issuing work orders, and monitoring construction schedules and contractor payments.
- Conducts pre‑construction meetings and public hearings.
- Travels to project locations for on‑site engineering reviews, analyses, tests, and technical support.
- Resolves differences between contractors and inspectors.
- Reviews shop drawings, plans, specifications, estimates, and change order requests.
- Performs other job responsibilities as assigned.
- Works independently on assignments while referring unusual issues to the supervisor.
- Assists Area Engineers with construction contract administration matters.
- Oversees contracts, issues work orders, and monitors construction schedules and payments.
- Performs complex engineering design work including development of layouts, sketches, plans, specifications, estimates, and contracts.
- Develops and/or reviews engineering documents, correspondence, reports, and remediation plans.
- Makes presentations and represents TxDOT.
- Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.
- Utilizes project management principles for initiation, planning, execution, monitoring, control, and closing of complex transportation projects.
- Negotiates fees, explains scope of work, and monitors consultant design contracts.
- Testifies at condemnation hearings and trials.
- Trains engineering staff.
- Education:
Bachelor’s Degree in engineering or related science, with a higher degree accepted by TX PELS. - Experience:
Can be satisfied by full‑time or prorated part‑time equivalent. Related graduate‑level education may be substituted for experience on a year‑per‑year basis. - Valid driver’s license (state vehicle required).
- Licensed Professional Engineer (PE) as of hiring date or within six months for out‑of‑state licensed engineers.
- Standards and specifications for bridges and other transportation structures.
- Applicable plans, specifications, and estimates preparation, review, processing, and compliance requirements.
- Construction engineering policies and procedures.
- Construction phasing and sequencing.
- Bridge construction and evaluation methods, procedures, and regulations.
- Maintenance concepts, methods, policies, and requirements.
- Performing basic design and drafting.
- Monitoring the status and progress of projects.
- Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs.
- Required to wear protective gear: respirator, hard hat, or other device.
- Walking/moving on foot to accomplish tasks over long distances between work sites.
