Transportation Design Engineer I​/II - Project Lead, Mobility

Overview

Perform transportation engineering work in areas such as planning, project development and design, construction, transportation/traffic operations, and maintenance. Ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Transportation Engineer II employees perform work independently on assignments;

however, all unusual issues are referred to the supervisor.

• Design moderately complex schematic and PS&E projects.
• Drive/travel to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
• May serve as a lead worker.
• Monitor consultants' progress and work quality; check invoices and associated documents; prepare supplemental agreements.
• Perform engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
• Prepare, evaluate and negotiate contracts with consultants for schematic and PS&E projects.
• Review, process and certify project design plans developed by consulting engineers.
• Serve as liaison with MPOs and the public concerning proposed project development and planning.
• Use Critical Path Method (CPM) to accomplish scheduling and resource management of transportation projects.
• Coordinate with others to develop, monitor and update project plans and schedules to ensure projects are executed efficiently.
• Perform other job responsibilities as assigned.

• Assist in developing and monitoring budgets.
• Perform complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
• Perform complex planning work such as plan review, calculations and assisting in transportation planning studies.
• Train engineering staff.

Bachelor's Degree in engineering or related science. Bachelor's or higher degree accepted by TX PELS.

• Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience.
• Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience.
• Experience can be satisfied by full‑time or prorated part‑time equivalent.
• Related graduate‑level education may be substituted for experience on a year‑per‑year basis.

• Valid driver’s license. Position requires driving a state vehicle.
• Licensed Professional Engineer.
• Professional engineers licensed in another U.S. state who are not currently licensed in Texas must: meet Texas license requirements, obtain a Texas professional engineering license within six months of hire, and sign an agreement to that effect as a condition of employment.

• Design and plan preparation methods and requirements.
• Critical Path Method for managing projects.
• Budgeting methods and procedures.
• Contract development and oversight.
• Applicable laws, rules, and regulations.

• Planning methods, techniques, and strategies.
• Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
• Performing basic design and drafting.
• Planning, coordinating and handling multiple projects within area of responsibility to meet short and long‑term deadlines.
• Leading, assigning, reviewing, and monitoring the work of others.
• Maintaining a safe and effective working relationship with others.

• Exercise logic and reasoning to define problems, establish facts and draw valid conclusions; make decisions that support business objectives and goals.

• Light work: lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.
