General

Description

Under the direction of the Regional Maintenance Specialist, this position performs routine (journey‑level) project management specialist work for Minor Construction/Repair and regional projects. Responsibilities include coordinating, planning, and initiating projects; monitoring progress and schedules; communicating with stakeholders and management; working with regional and park staff to develop goals; providing guidance on project best practices; assisting in implementing major agency programs; and performing skilled construction trades work as needed.

Responsibilities
  • Plan and initiate projects, monitor progress, and communicate with stakeholders.
  • Assist in implementing major agency programs such as Capital Repair, Minor Repair, Safety, utility systems management, fleet management, and facilities management.
  • Coordinate with park staff, program staff, and other agencies on assigned responsibilities.
  • Use Facility Maintenance Data computer programs to create and organize projects.
  • Guide regional and field staff on project goals and best practices.
  • Perform skilled work in construction trades (carpentry, millwork, roofing, concrete, masonry, electrical, plumbing, welding).
  • Work under moderate supervision with limited initiative and independent judgment.
  • Perform additional duties as assigned and comply with all agency rules and regulations.
Qualifications Minimum
  • Graduation with a Bachelor’s degree from an accredited college or university.
  • Three years’ experience in facility maintenance, utility systems maintenance, structural maintenance, or construction field.
  • One year of experience in recreation or park‑related management or a facilities support program.
  • Valid state driver’s license at the time of hire.
Acceptable Substitutions
  • TPWD employees hired prior to January 1, 1998, with no break in service and at least sixty semester hours earned may substitute two years of TPWD experience for the required degree.
  • Possession of Facilities Management Administrator (FMA) Certification or Systems Management Administrator (SMA) Certification may substitute for the required degree.
  • Five years of experience in facility maintenance, utility systems maintenance, structural maintenance, or construction field may substitute for the required degree.
Preferred
  • Purchasing experience in construction and maintenance services, equipment/vehicles, and commodities.
  • Experience scheduling and creating projects using E‑Builder or similar scheduling software.
  • Experience in public speaking and conducting presentations.
Knowledge,

Skills and Abilities
  • Knowledge of project scoping, facility maintenance, utility systems maintenance, structural maintenance, or construction field.
  • Knowledge of safety training and pesticide/herbicide training.
  • Knowledge of general park operations management and natural and cultural resources management.
  • Skill in documentation, organization, and Microsoft Office applications (Word, Excel, Outlook, SharePoint).
  • Skill in effective verbal and written communication, negotiation, and presentation to large groups.
  • Ability to manage multiple projects simultaneously, meet deadlines, and solve problems.
  • Physical ability to perform manual labor, lift materials up to 50 lbs, and work outdoors in adverse weather.
  • Ability to work independently with little supervision and maintain flexibility during changing priorities.
  • Ability to operate a state vehicle and conform to TPWD dress, grooming, and safety standards.
Working Conditions
  • 40 hours per week with nontraditional hours.
  • Overtime as necessary, outdoor work in adverse weather, and on‑call situations.
  • Travel up to 50% of the time, including potential overnight stays.
  • Work in shared housing with crew members.
  • Non‑smoking environment in state vehicles and buildings.
