Job Description: Senior Manager, Strategic Portfolio Management

Location: Tysons, Virginia (Hybrid)

Role Overview

This role's primary purpose is to establish and manage a Benefits Realization framework and to define and execute a cross-functional Strategic Portfolio Management program. This position will help the EPMO ensure that capital investments deliver measurable business outcomes aligned to strategic priorities. This role requires a blend of strategic thinking, framework design, cross-functional influence, and hands‑on execution.

Key Responsibilities
  • Develop and manage a standardized demand intake process to support strategic portfolio management and an enterprise benefits realization framework.
  • Manage EPMO Results Management routines, including producing recurring KPI/OKR reporting that supports management review and decision‑making.
  • Provide strategic portfolio insights, benefits data, and performance analytics to inform prioritization discussions and budget allocation decisions in support of Cap Ex annual planning.
  • Build dashboards and reporting that track benefits realization progress against planned outcomes, providing transparency into value delivery.
  • Establish post‑implementation benefit review processes to validate whether completed initiatives achieved their stated business outcomes.
  • Understand and assess critical paths and dependencies for delivering projects and capabilities.
  • Facilitate discussions across project teams, key stakeholders, and executive leadership to drive decisions and action.
  • Act as a trusted advisor to business and technology partners by establishing shared standards and promoting visibility into cross‑portfolio dependencies.
  • Support preparation for executive‑level portfolio reviews and strategic discussions.
Key Deliverables
  • A framework for strategic portfolio management, including a prioritization scoring model.
  • A benefits realization framework that includes post‑implementation validation of outcomes.
  • Dashboards for reporting progress and status of OKRs, KPIs, and benefits.
  • Alignment across teams on recurring routines for SPM and benefits that establishes a feedback loop.
  • Recommendations for continuous improvement based on stakeholder feedback and lessons learned.
Required Qualifications
  • Bachelor's degree in Business Administration, Finance, Economics, or a related field.
  • Minimum of ten (10) years of progressive experience in program/portfolio management, strategy, or a related discipline, with at least two (2) years of direct management or team leadership experience.
  • Minimum of two (2) years of experience within the Financial Services industry or a similarly regulated environment.
  • Demonstrated experience in benefits realization, value management, portfolio performance measurement, or strategic planning.
  • Demonstrated experience designing and operationalizing frameworks from concept through enterprise‑wide adoption.
  • Ability to think strategically and solve complex issues.
  • Exceptional written and verbal communication skills, with a proven ability to influence and advise on portfolio strategy.
  • Strong analytical skills with proficiency in data synthesis, financial analysis, and presentation tools (e.g., Microsoft Excel, PowerPoint, Tableau/Sigma, or similar).
  • Experience working in a matrix organizational structure.
Preferred Qualifications
  • Master's degree (MBA or equivalent).
  • PMP (Project Management Professional) certification.
  • Familiarity with PPM tools (e.g., Clarity, Jira, or equivalent) and enterprise reporting platforms.
  • SAFe, Lean Portfolio Management, or Agile certification.
