Overview
The Civil Superintendent is responsible for planning, directing, and coordinating all site development and civil construction activities for assigned projects. This role oversees the execution of site work from initial mobilization through turnover, ensuring work is performed safely, on schedule, within budget, and in compliance with contract documents, environmental requirements, and quality standards. The Civil Superintendent supports both ground‑up new construction and modular construction delivery models, ensuring site readiness, utility coordination, and foundation work are sequenced to support vertical construction or modular installation activities.
Responsibilities- Project Planning & Execution
- Lead and manage all on‑site civil construction activities including, but not limited to:
- Earthwork, clearing, grubbing, and grading
- Stormwater management systems (temporary and permanent)
- Underground utility installation (water, sewer, storm, electrical, communications, fire protection, fuel systems as applicable)
- Concrete scopes including foundations, slabs‑on‑grade, trenches, duct banks, pads, and equipment foundations
- Develop and maintain short‑term and long‑term civil work plans, including sequencing that aligns with:
- Vertical construction milestones
- Modular fabrication, delivery, and set schedules
- Coordinate civil scope execution with general contractors, project managers, design teams, inspectors, and utility providers.
- Lead and manage all on‑site civil construction activities including, but not limited to:
- Schedule & Budget Management
- Develop and manage civil construction schedules, including look‑ahead planning (3‑week, 6‑week, and phase schedules).
- Identify potential schedule conflicts, access constraints, or utility impacts and proactively implement corrective actions.
- Monitor civil labor, equipment, and subcontractor costs to ensure alignment with project budgets.
- Provide accurate field input for progress reporting, percent complete tracking, and job cost forecasting.
- Subcontractor & Workforce Leadership
- Direct, supervise, and coordinate civil subcontractors, foremen, and labor forces assigned to site work activities.
- Ensure subcontractors understand scope, specifications, safety requirements, and quality expectations.
- Conduct daily coordination meetings and pre‑task planning discussions to align crews on work sequencing and safety.
- Support mentoring and development of foremen and field leaders.
- Quality Control
- Ensure all civil and site work is performed in accordance with:
- Project plans, specifications, and approved submittals
- Applicable codes, standards, and authority having jurisdiction (AHJ) requirements
- Perform regular inspections of work in place, verify tolerances, elevations, and locations, and coordinate required testing and inspections (compaction, concrete testing, pressure testing, etc.).
- Address deficiencies promptly and verify corrective actions are completed.
- Ensure all civil and site work is performed in accordance with:
- Safety & Environmental Compliance
- Enforce all site safety requirements, including OSHA regulations, site‑specific safety plans, and environmental controls.
- Lead daily pre‑task planning, JHAs, and toolbox talks related to civil and site activities.
- Oversee environmental compliance measures including:
- Erosion and sediment control
- SWPPP implementation and maintenance
- Spill prevention and response
- Protection of wetlands, waterways, and adjacent facilities
- Maintain a clean, compliant, and well‑organized job site.
- Modular Construction Coordination
- Coordinate civil scope to support modular construction, including:
- Foundation and pad readiness
- Utility rough‑in alignment with modular connection points
- Crane access, laydown areas, and haul routes
- Tolerances and benchmarks required for modular set accuracy
- Collaborate with modular vendors, logistics teams, and set crews to ensure seamless integration between site work and modular installation.
- Coordinate civil scope to support modular construction, including:
- Documentation & Communication
- Maintain accurate daily reports, field logs, inspection records, and as‑built documentation for civil scope.
- Communicate regularly with project leadership on progress, risks, and required decisions.
- Participate in owner, GC, and coordination meetings as required.
