Technical Specialist 3 (BMS & EMCS)

Provides senior‑level technical support for the startup, commissioning, integration, and troubleshooting of Building Management Systems (BMS), Electrical Monitoring and Control Systems (EMCS), and Electrical Power Monitoring Systems (EPMS). This role operates on active project sites and at M.C. Dean facilities, executing and leading L3 startup, L4 functional commissioning, and L5 Integrated Systems Testing (IST) activities. The TS‑3 works with a high level of independence and serves as a technical resource to TS‑1 and TS‑2 personnel, while coordinating closely with controls engineers, project leaders, engineering leaders, commissioning teams, construction staff, and customers.

The role includes responsibility for complex troubleshooting, system integration validation, and customer‑facing testing activities such as Factory Acceptance Testing. The Technical Specialist 3 plays a key role in ensuring systems perform in accordance with design intent, specifications, and operational requirements, while maintaining safe work practices and supporting high‑quality project delivery across Virginia, Washington DC, Maryland, and other U.S. project locations.

Responsibilities

Key Responsibilities of Technical Specialist 3 (BMS & EMCS) include:

  • Lead and execute delivery of BMS, EMCS, and EPMS systems, with responsibility for startup, integration, testing, commissioning, and advanced troubleshooting
  • Perform and oversee L3 startup activities, including point‑to‑point verification and sequence validation, providing guidance to junior technicians as needed
  • Execute and support L4 functional commissioning and L5 Integrated Systems Testing (IST) with minimal supervision
  • Support and lead Pre‑Installation Testing and Check Out (PITCO) activities at M.C. Dean facilities
  • Serve as onsite technical escalation point for controls, communication, and integration issues
  • Configure, load, update, and validate BMS controllers, devices, and communication parameters
  • Perform advanced troubleshooting of controls logic, system configuration, sequences of operation, and network communications
  • Configure and troubleshoot TCP/IP, BACnet/IP, and Modbus communications, including controllers, gateways, and third‑party devices, using diagnostic tools and network analysis
  • Integrate and validate BMS/EPMS communications for power meters, PDUs, ATSs, generators, STSs, UPSs, battery systems, and related equipment
  • Navigate BMS platforms to monitor performance, analyze trends, review alarms, and validate system behavior
  • Distinguish between controls software/configuration issues and mechanical, electrical, or field device faults, and support corrective actions
  • Execute commissioning and testing procedures and ensure accurate completion of test scripts, reports, and issue logs
  • Redline and verify BMS, EMCS, EPMS, and controls drawings to reflect as‑built conditions
  • Assist with review of vendor submittals and technical documentation to validate system integration and functionality
  • Provide technical guidance and mentorship to TS‑1 and TS‑2 personnel
