Our Pods (small teams of 5 or less) are comprised of personnel with similar skillsets to ensure mentorship, understanding, and peer support.
GENERAL DUTIES:- Architect, configure, and continuously improve Jira projects and Confluence spaces that support Kanban, Scrum, and other complex, multi-team workflows.
- Design intuitive, Section 508–compliant Confluence experiences for both internal users and public-facing pages, ensuring clear enterprise-wide communication.
- Develop and maintain custom workflows, fields, screens, permissions, dashboards, and advanced reports that meet evolving federal program requirements.
- Evaluate, install, and manage Atlassian Marketplace apps, REST/API integrations, and automated data exchanges with external systems.
- Monitor platform performance, security, and reliability; apply best practices and timely upgrades/patches to minimize risk and downtime.
- Track and report cross-team task status, providing real-time program insight to government leads and senior stakeholders.
- Deliver hands‑on user support and quarterly (or ad‑hoc) training sessions; create job aids and onboarding materials for new team members.
- Coordinate closely with peer Jira/Confluence admins and developer teams to implement rapid changes, optimize workflows, and meet tight deadlines.
- Provide expert guidance on Agile/Lean project‑management practices and advise leadership on tool‑based process improvements.
- 3+ years administering and developing Jira Software, Confluence, and related Atlassian tools in a large, multi‑team environment.
- Demonstrated success designing custom workflows, permission schemes, advanced dashboards, and scripted/automated solutions (e.g., Groovy, Script Runner, REST API, Automation for Jira).
- Proven experience integrating Atlassian products with external systems and CI/CD pipelines via APIs, webhooks, or middleware.
- Strong understanding of Agile, Kanban, Scrum, and scaled frameworks (e.g., SAFe) and how to operationalize them in Jira/Confluence.
- Excellent communication skills and a track record of delivering end‑user training and documentation.
- Superior organizational and time‑management skills; able to juggle competing priorities and meet aggressive federal deadlines.
- Bachelor's degree in Computer Science, Information Systems, or a related field
QUALIFICATIONS:
- Current Atlassian certifications (e.g.,
ACP-100 Jira Administrator
, ACP-200 Confluence Administrator
, ACP-420 Jira Service Management
). - Hands‑on experience in a DHS, DoD, or other federal‑agency environment, including knowledge of FedRAMP and Section 508 requirements.
- Familiarity with Atlassian Data Center and Cloud migrations, Insight/Assets, Advanced Roadmaps, Big Picture, or comparable portfolio‑management add-ons.
- Experience developing custom Atlassian Forge or Connect apps.
- Background in Dev Sec Ops tooling (Bitbucket, Bamboo, Git Lab, Jenkins) and automated testing pipelines.
- Additional certifications in project management (PMP, PMI-ACP) or Agile coaching (ICP-ACC, CSM).
- Must be able to obtain and maintain an DHS Entry on Duty (EOD) clearance
