Overview

Operations Manager

This Deputy Program Manager position reports to the Program Manager. Must be able to support the management of medium to large complex construction/facility maintenance projects, within the Operations & Maintenance Function.

Key Responsibilities:

  • Manage structural, mechanical, electrical, architectural and civil construction/facility projects.
  • Manage requirements for construction/maintenance projects in operating facilities, including Task Orders.
  • Plan and schedule contractor work in operating facilities, including Task Orders.
  • Develop construction/facility maintenance scopes of work.
  • Manage quality requirements for construction/facility maintenance projects.
  • Manage construction/facility maintenance costs and budgets for Task Orders.
  • Obtain work approvals and permits as required.
  • Maintain client relationships through regular communication.
  • Act as the first line of contact to the Program Manager by conducting interviews and maintaining close client relationships.
  • Manage work according to contract terms, eliminating leakage and optimizing returns.
  • Monitor risk on a regular basis and identify significant business risk.
  • Identify future client requirements by conducting on‑site assessments and proposing project plans.
  • Apply analytical tools and techniques to assess client organizations.
  • Ensure contract requirements are clearly defined, documented and followed by the team.
  • Assist in developing, monitoring budgets, performance and utilization; provide periodic reporting for the site.
  • Support sales efforts by assisting in estimates and proposals.
  • Maintain a safe work environment.
  • Work with the Project Manager to develop a budget and cost for Task Orders.
  • Meet with client personnel to present proposals and Task Order updates.
  • Conferring with supervisory personnel, client representatives, subcontractors and design professionals to resolve matters such as work procedures, complaints and construction problems.
  • Coordinate acquisition of major materials and monitor tool and equipment requirements.
  • Overall financial management of the project: ensure timely completion, punch‑list items, accurate as‑built drawings, operation and maintenance manuals, training and other administrative requirements.
  • Monitor project progress, prepare routine reports analyzing accuracy of budget, schedule, cash flow and manpower forecasts.
  • Identify opportunities for cost‑saving measures, quality improvement and best practices.
  • Ensure all safety regulations are adhered to.
  • Estimate and budget for self‑performing activities, vendors and subcontractors; track financial performance, quality control and critical metrics.
  • Perform other duties as assigned.

Job Requirements:

  • Engineering/Construction/Business degree and 10 years in construction or O&M site experience and 10 years managing large complex O&M sites.
  • Ability to communicate effectively with audiences that include, but are not limited to management, coworkers, clients, vendors, contractors, and visitors.
  • Job related technical knowledge necessary to complete the job.
  • Ability to attend to detail and work in a time‑conscious and time‑effective manner.
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Must be able to obtain and maintain a Top Secret clearance.
