The Position
The current vacancies are in Ukiah with Public Health and BHRS - Mental Health Services. The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions in a variety of departments, service areas or locations throughout the County.
Employees regularly assigned to the coastal region or in Covelo are eligible to receive a 5% assignment premium, pursuant to current bargaining unit agreements.
Under general supervision, the role performs various responsible, complex, professional administrative and analytical functions associated with projects or specialized areas within County departments. RCF will require completion of the Supervisor Academy, a mandatory nine‑course program within two years.
Responsibilities- Perform more difficult and complex work related to administrative, operational, or programmatic activities, including fiscal operations, budget preparation, equipment usage, staffing patterns, workflow, space utilization, office automation, facilities, contract, and personnel management.
- Design data‑collection systems; collect and analyze data from multiple sources; develop and present written and verbal reports and recommendations based on the analysis.
- Develop complex budgets and recommendations; conduct cost/benefit studies; recommend changes to fiscal procedures; control purchases and expenditures; review financial data to ensure compliance with guidelines.
- Recommend and establish contract and MOU framework; review bid proposals; interpret contract terms; monitor adherence and recommend solutions to contractual problems.
- Research operational and fiscal requirements for grant proposals; prepare applications and follow‑up documentation; monitor and analyze grant expenditures for compliance.
- Review and modify work methods and systems to increase efficiency; compile and analyze data; develop written procedures to implement new policies and regulations.
- Serve in highly specialized assignments such as department personnel officer, staff development officer, or budget officer; perform complex analysis, monitoring, and compliance duties.
- Research and adapt computer software; coordinate development of data‑processing applications.
- Serve as liaison with clients, private businesses, state and federal agencies, and County departments to coordinate special projects and represent the department in program development or regulatory changes.
- Analyze pending legislation; determine potential impact on departmental organization or programs; present recommendations.
- Prepare routine and complex analytical and statistical reports, records, correspondence, and other documents.
- Participate in meetings; present data to assist managers in operational and administrative decisions; support committees, commissions, and task forces.
- Perform related duties as assigned.
- Interview, hire, and train staff; plan, assign, and direct work; evaluate performance; reward and discipline employees; address complaints and resolve problems.
- Control work production and activities, including allocation of resources and ensuring deadlines are met.
- Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Statistics, or a related field; alternatively, experience performing management, personnel, fiscal, or program analysis work may be substituted on a year‑for‑year basis.
- At least two (2) years of increasingly responsible analytical experience in administrative, personnel, fiscal, or program analysis work equivalent to Department Analyst II in a public agency.
- Master’s or doctoral degree may substitute for up to one (1) year of required experience.
- Valid driver’s license preferred (some positions may require California driver’s license or alternate transportation).
- Knowledge of County government operations, public administration practices, applicable laws, budgeting, program management, personnel and contract management, research, statistical analysis, and report presentation.
- Ability to use research, data compilation, and summary skills; prepare clear analytical reports; apply logical thinking to solve problems.
- Strong communication skills—oral and written; discretion, initiative, and independent judgment within established guidelines.
- Skill in prioritizing tasks, meeting deadlines, and operating various office equipment and computer applications.
- For supervisory assignments: effective supervision practices; staff selection, motivation, training, and professional development.
- Complete the Supervisor Academy within two years of employment.
