Water Meter Technician
Hourly Rate Range: $24.83 - $31.87, 40 hours per week. Eligible for OT. Double time for Snow and Ice Operations.
DefinitionSkilled administrative, technical and analytical duties relating to the water meter reading function of the department; all other related work, as required.
SupervisionWorks under the general supervision of the Supervisor of Water and Sewer and in coordination with the Water Account Manager, in accordance with established methods and procedures.
Responsibilities- Installs, programs, repairs and replaces water meters and Meter Transmitter Units (MTU) in public, private, institutional or industrial establishments. Troubleshoots water meters and MTUs when necessary.
- Inspects water piping and performs accuracy testing on removed water meters. Turns on and shuts off water as required. Provides water/drain and sewer utility mark outs.
- Schedules appointments with customers, prepares reports, verifies exception reports, account numbers, MTU serial numbers and meter serial numbers for accuracy. Keeps records of materials and equipment including meter inventory and meter test results.
- Monitors Town’s meter reading system for account issues and possible problems including but not limited to tampering, leaks, non-reporting equipment, abnormal consumption, etc. Verifies questionable readings; verifies data reported in exception report; researches files, maintains meter reading records, and uses town software to input verified data.
- Responds to complaints and inquiries from the public, and provides information pertaining to water and sewer service; computes water and sewer service bills using established formula where complaints and inquiries arise.
- Reviews meter system and develops list of improperly working meters which need to be manually read for upcoming bill snaps.
- Maintains various logs; updates ledger entries, various meter files, account numbers and other records and files of sewer and water service corrections.
- Answers department telephone; provides assistance at the counter; may perform some office duties, such as typing, data entry, filing and record duplication.
- Assists with generating and providing estimates for meters not able to be read due to technical issues. Generates reports on potential abnormal readings and determines cause or next steps if further investigation is necessary.
- Assists with monthly statistical reports regarding Division work elements (i.e. water breaks fixed, sewer back up addressed, new service connection completed, etc.).
- Assists with scheduling and processing work orders for meter installations, replacements and repairs. Assists with training of Water Division staff in the utilization of town software; verifies appropriate installation of meters by Water Division staff. Assists in resolving technical issues with meter reading equipment.
- Maintains computer databases and prepares reports for personnel, equipment inventory, material and supply inventories.
- Prepares water test samples weekly and at other times, as needed.
- Performs similar or related work as directed, required, or as situation dictates.
Moderate physical effort is required to perform duties in the field. The employee is frequently required to use hands to operate equipment, walk, stand, speak, hear, reach with hands and arms, balance, crouch, crawl, stoop, and climb. Stamina is required to work in adverse weather conditions. Physical ability is required to lift and move items weighing up to 25 pounds. Vision requirements include the ability to read routine and complex documents, read instruments, use a computer and operate a motor vehicle.
QualificationsEducation and Experience
- Associates Degree; two years of office experience; or an equivalent combination of education and experience.
- Valid Massachusetts motor vehicle operator’s license.
- Knowledge of office practices and procedures and department operations.
- Ability to organize time and accomplish tasks with accuracy and attention to detail. Ability to maintain accurate and detailed records.
- Ability to communicate effectively verbally and in writing. Mathematical ability.
- Ability to work independently.
- Ability to troubleshoot computer and technical equipment problems.
- Excellent computer skills including high level MS Office knowledge and the ability to learn and adapt to new technologies.
- Customer service skills. Skill in de-escalating hostile customers. Good communication and organizational skills.
