The Executive Director is the Chief Executive Officer of the Union Housing Authority (UHA) and is responsible for the overall leadership, management, performance, and strategic direction of the Authority. This role oversees all programs, operations, finance, and administration while ensuring full compliance with HUD, federal, state, and local regulations. UHA welcomes candidates who bring a fresh perspective, innovative thinking, and modern leadership approaches to improve housing operations, resident services, and organizational culture.
Key Responsibilities 1. Governance & Board Relations- Execute strategic direction and policies set by the Board of Commissioners.
- Provide the Board with timely, accurate information related to operations, financial status, compliance, and risk.
- Prepare Board agendas, minutes, reports, and resolutions.
- Recommend new policies, modernization efforts, and long-term strategies.
- Serve as a trusted advisor to the Board.
- Lead and continuously improve UHA’s strategic plan, annual goals, KPIs, and performance benchmarks.
- Identify opportunities to modernize processes, implement technology upgrades, and enhance resident services.
- Bring fresh ideas and a forward-thinking mindset to program expansion, community partnerships, and operational efficiency.
- Improve organizational structure, workflows, and service delivery.
- Provide leadership on budgeting, forecasting, internal controls, grant management, and financial accountability.
- Prepare and present annual budgets and financial reports to the Board and HUD.
- Ensure compliance with HUD regulations, procurement requirements, and applicable laws.
- Develop strategies to secure supplemental funding.
- Strengthen financial transparency and implement improved systems.
- Lead, supervise, evaluate, and support staff.
- Foster a work environment that values accountability, teamwork, innovation, and respect.
- Encourage professional development and HUD-related certifications.
- Recruit and retain talented staff with diverse and fresh perspectives.
- Ensure compliance with employment laws and personnel policies.
- Ensure all properties are well-maintained, safe, compliant, and meet HUD’s physical condition standards.
- Oversee leasing, rent collection, occupancy management, and policy enforcement.
- Improve operational workflows and maintenance systems.
- Manage risk mitigation, emergency planning, safety practices, and insurance coverage.
- Maintain positive communication with residents and resident councils.
- Address grievances and concerns professionally and fairly.
- Support programs that enhance resident well‑being and self‑sufficiency.
- Build relationships with community partners.
- Serve as spokesperson with media, residents, stakeholders, and officials.
- Act as liaison to HUD, state housing agencies, local government, and partners.
- Monitor legislative and regulatory updates.
- Advocate for resources and policies supporting UHA’s mission.
- Represent UHA in local, state, and national housing networks.
- Bachelor’s degree in public administration, Business, Finance, Urban Planning, Housing/Community Development, or related field.
- 5–7 years of progressively responsible leadership experience.
- 3 years of supervisory, managerial, or executive leadership responsibility.
- Candidates with strong leadership potential and a fresh perspective will also be considered.
- Master’s degree in a related field.
- Experience as an Executive Director, CEO, Deputy Director, or top-level manager.
- Experience with HUD programs, capital funds, LIHTC, and grants.
- Proven success in introducing modernization or operational improvements.
- Strong understanding of HUD regulations and compliance.
- Excellent leadership and strategic decision-making.
- Strong financial management and budgeting skills.
- Ability to build trust with staff, residents, the Board, and partners.
- Excellent communication skills.
- Competence in organizational development and change management.
- Commitment to ethical conduct and confidentiality.
- Ability to obtain HUD certifications (PHM, etc.) within 18–24 months
