Job Summary

The Planner/Campus Historic Preservation Officer is responsible for project planning at all levels, from project definition through design. Project planning duties include assisting in the evaluation and establishment of campus standards for project definition, planning, design, and methods of project delivery. The Planner and Campus Historic Preservation Officer also has primary responsibility to serve as the campus consultant on all facilities or properties for which preservation issues are of concern.

Consultation with the Associate Director of Project Planning and Director of Planning and Design is required on all major decisions.

Responsibilities
  • Develop scope and program statements for projects based on campus partner and university needs.
  • Assist campus partners (colleges, departments, units) in determining needs for new projects or renovations, including space analysis and program requirements.
  • Assist in preparation of scope of professional services for assigned capital projects, coordinate feasibility or conceptualization projects, negotiate fees, manage the project, and reconcile project budgets.
  • Participate in selection processes for professional services consultants.
  • Attend planning meetings as campus representative for assigned capital projects through construction documents.
  • Develop periodic status reports for assigned projects for campus partner and F&S director reviews.
  • Provide architectural or engineering design assistance and interpretation to campus partners and project management.
  • Act as consultant to Project Delivery Division for requested change orders and professional services consultant amendments during design and construction.
  • Understand the history of campus development, master plan objectives, and campus goals.
  • Act as campus liaison regarding historic preservation issues with external organizations such as the National Park Service, Illinois State Historic Preservation Office, and other advocacy groups.
  • Liaise with campus units involved in planning for projects potentially affecting historic resources.
  • Assist campus units in pursuit of capital funding for historic resources and manage professional services consultant work on grant writing.
  • Coordinate with university counsel on administrative legal agreements related to historic resources, including drafting and preparing programmatic and project memoranda of agreement.
  • Conduct archival research and reconnaissance surveys of historic properties, prepare and present NRHP and NHL nomination forms, and coordinate nomination notification processes.
  • Prepare scope of work for IL HABS/HAER documentation projects and feasibility studies for historic rehabilitation, and coordinate with archaeological survey contractors for investigations.
  • Participate in plan presentations to the Chancellor's Design Advisory Committee concerning modifications, utilization, reuse, rehabilitation, or renovation of significant campus buildings, open spaces, and sites.
  • Perform other duties as assigned by the Associate Director of Project Planning.
Minimum Qualifications

Bachelor’s degree in architecture, engineering, urban planning, or landscape architecture.

Illinois license or registration in architecture, engineering, urban planning, landscape architecture or ability to be licensed or registered within 6 months of hire.

Three years of progressively responsible administrative experience in architecture or facility planning and management with demonstrated experience with the Secretary of the Interior’s Standards for Rehabilitation and federal and state Historic Preservation legislation.

Preferred Qualifications

Master’s degree in architecture, engineering, urban planning, or landscape architecture.

Current Illinois license or registration in architecture, engineering, urban planning, landscape architecture.

Ten years of progressively responsible administrative experience in architecture or facility planning and management with demonstrated experience with the Secretary of the Interior’s Standards for Rehabilitation and federal and state Historic Preservation legislation.
