Planner Campus Historic Preservation Officer

The Planner Campus Historic Preservation Officer is responsible for project planning at all levels, from project definition through design. Project planning duties include assisting in the evaluation and establishment of campus standards for project definition, planning, design, and methods of project delivery. The Planner Campus Historic Preservation Officer also has primary responsibility to serve as the campus consultant on all facilities or properties for which preservation issues are of concern.

Consultation with the Associate Director of Project Planning and Director of Planning and Design is required on all major decisions.

Duties and responsibilities include developing scope and program statements for projects based on campus partner and university needs, assisting campus partners in determining the needs for new projects or renovations, and performing space analysis and assessing program requirements. The Planner Campus Historic Preservation Officer also assists in the preparation of the scope of professional services required for each project, participates in the selection of professional services consultants, and attends all planning meetings as the campus representative on assigned capital projects through construction documents.

Additional duties involve developing periodic status reports for all assigned projects, providing architectural or engineering design assistance and interpretation to campus partners and project management, acting as consultant to Project Delivery Division for requested change orders and professional services consultant amendments during design and construction, and understanding the history of campus development, objectives of the current master plan and desired objectives of the Campus.

The Planner Campus Historic Preservation Officer acts as campus liaison regarding historic preservation issues, with external organizations such as the National Park Service (NPS), the Illinois State Historic Preservation Office (ISHPO), local, state, and national historic preservation advocacy organizations to maintain and continue the historic heritage of the campus. They also act as liaison for all campus units involved in planning for and execution of undertakings potentially affecting campus historic resources, assist campus units in the pursuit of capital funding for campus historic resources, and manage the work of a professional services consultant in writing, writes, or assists campus units in grant application writing for funding addressing campus historic resources.

The Planner Campus Historic Preservation Officer coordinates with university counsel regarding undertaking/general administrative legal agreements regarding campus historic resources, negotiates, drafts, and prepares for final execution programmatic and project memorandum of agreements regarding university/campus generated effects on campus historic resources, completes historic architectural engineering archival research and reconnaissance surveys related to campus properties, and prepares, submits and presents National Register of Historic Places (NRHP) and National Historic Landmark (NHL) nomination forms for campus historic resources.

They also prepare scope of work for IL HABS/HAER documentation projects and rehabilitative/re-adaptive use feasibility studies for campus historic resources, select and coordinate with archaeological survey contractors for any archeological investigation on campus property, and participate in plan presentations involving campus historic resources to the Chancellor's Design Advisory Committee concerning the modification, utilization, reuse, rehabilitation, reconstruction, preservation, and/or renovation of significant campus buildings, open spaces, and sites.

Minimum qualifications include a bachelor's degree in architecture, engineering, urban planning, or landscape architecture, Illinois license or registration in architecture, engineering, urban planning, landscape architecture or ability to be licensed or registered within 6 months of hire, and 3 years of progressively responsible administrative experience in architecture or facility planning and management with demonstrated experience with the Secretary of the Interior's Standards for Rehabilitation and federal and state Historic Preservation legislation.

Preferred qualifications include a master's degree in architecture, engineering, urban planning, or landscape architecture, current Illinois license or registration in architecture, engineering, urban planning, landscape architecture, 10 years of progressively responsible administrative experience in architecture or facility planning and management with demonstrated experience with the Secretary of the Interior's Standards for Rehabilitation and federal and state Historic Preservation legislation.
