The Project Controls Specialist is responsible for supporting the Project Manager or Director of Operations with overall project administration and financial management for large construction projects. This role works closely with field office staff, including engineers, office managers, document control, schedulers, procurement, and other project support personnel.

In addition, the Project Controls Specialist will set up and implement weekly project controls as directed by the Project Manager or Regional Finance Manager. These controls include production tracking, change order tracking, project planning, forecasting, procurement coordination, and project reporting.

ESSENTIAL FUNCTIONS

Client interaction

  • Provide the client with contract-required reports (weekly, monthly, schedule)
  • Understands the owner's representative and contract requirements completely.

Leadership

  • Function as one of the key Project Financial Leaders on the project
  • Conduct and lead meetings, both internally and externally, in a professional manner
  • Develop and implement financial performance improvement plans as needed
  • Coordinates with corporate / district resources.
  • Ensures standard operating procedures are communicated and followed.
  • Establishes an efficient process for delivering changes to the field.
  • Proactively communicates all financial aspects of the project with staff.
  • Establishes expectations for construction means and methods knowledge and practice.
  • Evaluates and recommends improvements to work packs.
  • Analyzes and understands estimate and budget constraints on schedule.

Project Controls

  • Set up, manage, and oversee INTREN’s Productivity Tracking tools
  • Manage/Oversee weekly update process (Production Tracking, feedback reports to field supervision)
  • Ensures precise and prompt management of Production, budget, and forecasting.
  • Maintains benchmarking and past cost integrity through proper standard account usage.
  • Consults and trains on the set-up and execution of document control systems.
  • Ensure the project complies with the document control system according to project and corporate standards.
  • Manage client responses and distribute them as appropriate
  • Responsible for maintaining Risk/Opportunity Log for the Monthly Status Report
  • Manage actions and communicates to stakeholders current risks and seize opportunities
  • Conducts a comprehensive risk analysis to evaluate the potential cost and schedule impacts.
  • Efficiently uses the right data for risk analysis and benchmarking.
  • Manage/Oversee the timely and complete collection of project close-out records per contract.

Contract Management

  • Manage/oversee the review of any revised contract documents for potential change orders (including scope drawings)
  • Reviews Contract Payment terms and builds in financing costs for outside of normal terms
  • Consults on dispute resolution efforts.
  • Develops and maintains project financial plan.
  • Ensures project revenue/cost/margin is recognized in the correct fiscal month.
  • Troubleshoot financial reporting issues and make necessary corrections.
  • Oversee contract billing through final billing and retention release
  • Oversee and manage back charges to subcontractors and vendors
  • Manage the budgeting process of taking the Estimate and converting it to INTREN’s Standard Phase codes
  • Identify, track, and submit out-of-scope work
  • Ensures billings are accurate and timely; actively monitors receivables.
  • Accountable for ensuring accurate revenue forecast for the project.
  • Accountable for ensuring accurate cashflow forecast and curve to ensure positive cash flow for the project

Subcontract and Procurement Management

  • Compile and review, and compare proposals in a bid tab format
  • Developing procurement tracking process and comparing against budget (Procurement/Buy-out Log)

DESIRED MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Finance/Accounting, Engineering, Construction Management or a related field or work experience deemed equivalent
  • Exceptional communication, planning, and organizational skills
  • Proficient in using project scheduling, cost controls, tracking and reporting
  • Knowledge of financial principles to quantify costs and benefits of projects and to track against budgets
  • Self-motivated; capable of taking the initiative, successfully handling and prioritizing multiple competing assignments and effectively managing deadlines
  • Willing to travel extensively visiting the project location at minimum twice monthly.
  • Ability to adapt and become an influential leader of INTREN’s culture and values
