The Iowa Association of Electric Cooperatives is a trade association established to support the interests of member-owned electric cooperatives, including 39 distribution co-ops and nine generation and transmission co-ops. Formed in 1942, IAEC aims to unify and empower Iowa's electric cooperatives through legislative representation, regulatory oversight, training and education services, safety programs, communications support, and advocacy.

In furtherance of IAEC’s mission, core values, and strategic plan, manage the legislative activities of the Association. Provide coordination of functions pertaining to legislative issues. Serve as liaison with legislative entities, delegations, and policymakers to enhance effectiveness of the Association's position to influence legislative activities and issues. Oversee PAC and grassroots activities. Communicate legislative issues to the membership. Assist in policy analysis and position development.
Develop and determine strategies and tactics to manage legislative issues. Assist, improve, and support the advocacy efforts of IAEC and its members.
ACCOUNTABILITIES
- Serves as lead registered lobbyist for the Association.
- Plan, organize, direct, and control legislative activities consistent with Association policies and procedures, contributing to the Association’s overall effectiveness in the legislative arena.
- Monitor Iowa legislative activities and make contact and visit with leadership, committee chairs, and legislative members and their staff on issues that impact the Association and its members and attend and testify before legislative committees.
- Attend legislative fundraisers, organize legislative meetings, and maintain social relationships with legislators and their staff.
- Serve as liaison with Iowa Congressional delegation and their respective staff, in addition to state and federal administrative agencies and their respective staffs, as necessary.
- Along with Director, serve as Association staff representative for the Government Relations Committee and perform related staff work.
- Monitor the activities of and serve as the liaison with the Administrative Rules Review Committee.
- Manage PAC campaign, serve as coordinator for Iowa FORE committee, assist committee in identifying candidates to support, and deliver PAC contributions to and visit with candidates.
- Ensure lobbying-related reports are timely filed.
- Review and analyze legislative information such as Senate and House journals and amendments, summarize legislative sessions, and prepare information for the Association government newsletter.
- Attend meetings of and participate in various organizations, such as Iowa Institute for Cooperatives, Farm and Commodity Organization, Chamber Food and Ag Committee, Iowa Society of Association Executives, Association district meetings, etc.
- Maintain in-depth knowledge of the regulatory process and environment that impacts cooperatives.
- Communicate with NRECA staff and assist IAEC standing committees on legislative issues.
- Work with industry representatives on common issues.
- Supervise the Association’s grassroots advocacy program that involves directors, managers, employees, and member-consumers to influence the legislative process to improve the cooperative business climate.
- Other duties as assigned.
Excellent human relations and verbal and written communications skills, including persuasive communication skills. Solid managerial skills such as planning, directing, organizing, controlling and coordinating. High-level leadership skills and desire to lead is required. Excellent analytical and problem-solving skills.
